Class Summary Job Description This Real Estate Specialist is responsible for coordinating the acquisition and management of real estate for County projects, which includes acquiring real property rights, managing commercial property, negotiating purchases and leases, assembling required documents, providing customer service to residents and outside agencies, and maintaining related files. Essential Duties Support project management and project tracking in coordination with leadership in the Real Estate Section and customer groups, including analyzing data and compiling reports, and making recommendations for process and policy updates. Develop and maintain methods for tracking progress for strategic initiatives and departmental goals.
Contribute to continuous improvement efforts, including the use of Microsoft and other software applications to document and streamline operations. Coordinates the acquisition of land and easements by identifying potential property, reviewing plans, and preparing agenda items and presentations for the Board of Commissioners. Serves as a liaison between residents and the County in negotiating purchase agreements, resolving conflicts, and preparing applicable transaction documents.
Responds to citizen questions and concerns regarding right-of-way issues, land transactions, and construction projects. Assist user departments with project planning, cost estimating, and route analysis. Examines property sites, reviews legal documents to determine the appropriateness of initiating action to acquire or dispose of property; evaluates, and processes requests for the abandonment of County-owned easements and right-of-way.
Conducts property closings, ensures proper paperwork is completed, and resolves any problems that may arise. Coordinates activities with appraisers to determine the fair market value of property. Reviews appraisals for acquisition and eminent domain purposes.
Creates, designs, and modifies customized maps for County personnel. Organizes and categorizes GIS information; creates data layers. Consults with the County law department to resolve legal issues, questions, and concerns.
Grade and Salary The Grade for this position is C42(1). Salary will be determined based on education & experience. Minimum Qualifications Bachelor's degree in Real Estate, AND Four(4) years of real estate experience, OR An equivalent combination of education & experience sufficient to successfully perform the essential duties of the job such as those listed above; and Preferred Qualifications Appraisal or appraisal review experience Project management experience GIS & title research experience Lease management experience Land acquisition experience Georgia Superior Court Clerks Cooperative Authority (GSCCCA) experience Job Requirements / Information Valid Driver's License Effective 4/11/2023, this position is eligible for the Employee Referral Program.
