The Department of Economic Security, Division of Business Services (DBS), Office of Professional Development (OPD) is seeking an experienced and highly motivated individual to join our team as an Instructional Designer. If you are interested in combining adult learning principles, developing hands-on training, and using modern design software to build high-impact learning experiences, this is the role for you. Your work won't just sit in a learning management system; it will directly equip front-line caseworkers with the decision-making confidence, practical skills, and empathy needed to support Arizona families. With direction from the Training Supervisor, the Instructional Designer is responsible for the development of an agency-wide training curriculum for delivery to Department employees. The position designs, develops, implements, revises, and evaluates courseware that meets both training industry and Department standards and any identified performance goals or business objectives. This position collaborates with Department leadership regarding employee training, development, and accomplishments, and coordinates computer-based training as needed, including outreach or special events. This position identifies training needs on an ongoing basis through assessments, surveys, and meetings with work groups, consulting with systems business analysts and Department policy staff, and conducts interviews with subject matter experts (SMEs) on organizational requirements and performance measures. Additionally, this position assesses present and future needs to develop educational goals and objectives, initiates related curriculum, instructor guides, reports, and correspondence, and prepares audio and visual materials related to the assigned training areas.
This position will work a hybrid-remote schedule with regular in-office attendance required a minimum of 2-3 times per month, and more often as needed, in any of the following cities:

• Phoenix, Arizona
• Tucson, Arizona
• Yuma, Arizona
• Flagstaff, Arizona
• Coolidge, Arizona

All work, including remote work, MUST be performed within the State of Arizona, unless an exception has been requested and authorized in advance.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:

• Designs, develops, and revises courses for delivery in a variety of media to all Department employees. Uses instructional-systems design models to ensure effective training, and uses training technology to develop and deliver learning products. Researches Department policies and procedures, State and Federal guidelines, databases, legal requirements, services, and knowledge and skill levels needed for course development. Researches and drafts training materials. (70%)
• Assesses change for present and future needs to develop educational goals and objectives. Initiates related curriculum, instructor guides, reports, and correspondence. This position requires access to the Federal Tax Information (FTI) system. (10%)
• Participates in meetings, special projects and/or committees as determined by the supervisor or Department management. Performs routine administrative tasks in support of own work. Works with technical expert in assigned area of training and assists to ensure training goals are met. Interviews SMEs on organizational requirements and performance measures. Travel required depending on business needs. (10%)
• Identifies training needs on an ongoing basis through assessments, surveys, and meetings with work groups, consulting with systems business analysts and policy staff. Evaluates training to assess training impact. Communicates evaluation data to stakeholders and modifies training based on evaluation data. (5%)

Selective Preference(s):
The ideal candidate for this position will have:

• Bachelor's degree or higher in an applicable subject area such as Instructional Design, Human Resources and Employee Development, Adult Education, Psychology, English or similar field.
• One year of experience developing curriculum.

Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job to conduct State business. The following requirements apply:

• Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
