THE DEPARTMENT:
Facilities Planning and Management (FP&M) leads the campus efforts in planning, development, and maintenance of the campus natural and built environments in support of the university's mission. The department seeks to preserve and enhance CPP's history, aesthetics, physical assets, and natural ecosystems through coordinated planning, design, and construction of buildings, transportation systems, infrastructure, landscaping and other physical improvements. As an advocate on behalf of the university and its auxiliaries, FPM strives to provide facilities that meet scope, budget, operational needs, functional and legal requirements. FP&M comprises approximately 160 facilities professionals and provides Facilities Operations and maintenance services, including custodial services, landscaping, recycling, building and mechanical trades, energy and utility management, fleet, and auto services.
DUTIES AND RESPONSIBILITIES:
Utility & Energy Management
- Provide leadership for the planning, operation, and management of campus utility systems, including electrical, water, wastewater, stormwater, natural gas, thermal energy, central plant, and associated utility infrastructure.
- Partner with FPM leadership and the Electrical, HVAC, Controls, Plumbing, and Maintenance Shops to integrate utility operations with preventive maintenance, building system optimization, utility shutdowns, infrastructure renewal, deferred maintenance, and capital projects.
- Coordinate cross-functional trade activities to improve system reliability, energy efficiency, operational resiliency, regulatory compliance, and long-term asset performance while supporting the university's sustainability and decarbonization goals.
- Develop and implement short- and long-term utility, energy, and sustainability strategies that support energy efficiency, infrastructure resiliency, decarbonization, carbon reduction, regulatory compliance, and campus growth.
- Oversee utility procurement, rate analysis, energy purchasing, utility forecasting, consumption analysis, and financial planning to ensure reliable and cost-effective service delivery.
- Develop and maintain utility master plans, operating standards, procedures, and best practices that enhance system performance, reliability, sustainability, and lifecycle asset management.
- Evaluate emerging technologies, industry trends, and regulatory requirements to identify opportunities for operational improvements and infrastructure modernization.
Utility Infrastructure Operations & Maintenance
- Establish and oversee preventative, predictive, and corrective maintenance programs that maximize asset performance, extend equipment life cycles, and reduce operational risk.
- Collaborate closely with FP&M leadership and the Trades Shops to optimize the performance, reliability, and energy efficiency of campus building systems to optimize the performance, reliability, and energy efficiency of campus building systems.
- Coordinates the implementation of energy conservation measures, building automation system (BAS) optimization, utility management initiatives, preventive maintenance strategies, and capital improvement projects that reduce energy consumption while maintaining occupant comfort, operational reliability, and regulatory compliance.
- Partners with trade supervisors to analyze building performance, prioritize energy-related maintenance and equipment upgrades, resolve system inefficiencies, and support campus sustainability, decarbonization, and utility cost reduction goals.
- Ensure compliance with applicable regulatory requirements governing utility operations, water systems, environmental programs, and related infrastructure.
- Provide technical leadership and subject matter expertise for utility system maintenance, repair, troubleshooting, optimization, and emergency response activities.
- Lead utility outage response, infrastructure recovery, and continuity-of-operations efforts while coordinating with campus stakeholders to minimize service disruptions.
- Monitor utility system performance and implement strategies that improve reliability, resiliency, operational efficiency, environmental sustainability, and long-term asset performance.
- Collaborate with Design and Construction, FPM leadership, and Maintenance teams to plan, design, and deliver utility and energy infrastructure capital projects that support campus growth, infrastructure modernization, and deferred maintenance reduction.
- Review project plans, specifications, cost estimates, schedules, and construction documents to ensure compliance with campus standards, operational needs, and regulatory requirements while supporting reliable, maintainable infrastructure systems. Coordinate utility shutdowns, permitting, inspections, and commissioning activities to support project execution and operational continuity.
- Ensure campus utility standards are incorporated into planning, design, construction, and maintenance activities, while coordinating operational impacts across campus infrastructure systems.
Sustainability & Energy Programs
- Provide leadership and strategic direction for energy and sustainability programs, fostering a culture of safety, accountability, innovation, customer service, and continuous improvement.
- Lead campus energy management, sustainability, electrification, water conservation, and greenhouse gas reduction initiatives in support of CSU policies, climate action commitments, and carbon neutrality goals.
- Oversee advanced metering, utility monitoring, and energy management systems to support data-driven decision-making and performance optimization.
- Identify, develop, and implement energy conservation measures, infrastructure improvement projects, and system optimization strategies that reduce operating costs and environmental impacts.
- Monitor and report progress toward sustainability, energy efficiency, and greenhouse gas reduction objectives.
- Work collaboratively with the Sustainability team on campus energy and sustainability initiatives, projects, and programs; prioritize projects and work activities, providing direction, coordination, and support as needed.
Budget & Resource Management
- Work in close collaboration with Capital Finance & Budget Manager to develop, administer, and monitor operating and capital budgets for utility infrastructure, energy management, and sustainability programs.
- Forecast utility costs, manage expenditures, and ensure responsible fiscal stewardship, transparency, and accountability.
- Optimize staffing, workload distribution, contracted services, and resource allocation to support efficient and effective operations.
- Coordinate utility financial reporting, cost recovery programs, and recharge methodologies in collaboration with Capital Finance & Budget Manager and other campus partners, to support accurate financial tracking, transparency, and compliance with CSU policies and campus administrative procedures.
Administration & Compliance
- Ensure compliance with applicable codes, regulations, environmental requirements, CSU policies, and university standards governing utility operations and infrastructure.
- Develop technical standards, specifications, procurement documents, Requests for Proposals (RFPs), and operational procedures supporting utility and energy programs.
- Oversee contractor and vendor performance to ensure quality, safety, contract compliance, and effective project execution.
- Conduct organizational assessments, personnel management activities, performance evaluations, and workforce development initiatives.
QUALIFICATIONS:
- Bachelor's degree from an accredited four-year college or university in Engineering, Facilities Management, Energy Management, Sustainability, Environmental Science or Management, Construction Management, or a closely related technical or facilities-related field.
- Driver License, Valid and in State Valid California Driver's License and proof of insurance
- Certified Energy Manager
- 5-7 years of progressively responsible experience in utilities, energy management, facilities operations, engineering, or infrastructure systems.
- 3-5 years of experience supervising, leading, or providing technical direction to staff, contractors, or vendors in a facilities or utilities environment.
- Experience overseeing operation, maintenance, and reliability of complex utility or building systems, including preventive, predictive, and corrective maintenance programs.
- Experience with energy management, sustainability initiatives, utility conservation programs, or efficiency projects, including data tracking, analysis, and reporting.
- Experience in utility budgeting, financial forecasting, and revenue analysis.
- This role requires knowledge of utility system operations and facility management across electrical, water, natural gas, thermal energy, and central plant infrastructure, as well as maintenance practices and lifecycle planning for complex systems. It also includes energy management and sustainability strategies, including decarbonization and greenhouse gas reduction, along with capital project planning and construction coordination.
- Requires familiarity with applicable regulatory frameworks, including environmental and water system requirements and CSU policies, as well as budgeting, cost control, forecasting, and recharge methodologies within a public institutional setting. A strong understanding of safety practices related to utility and facilities operations is also essential.
- Requires extensive knowledge of utility infrastructure systems, energy management, sustainability practices, maintenance operations, regulatory compliance, and asset management principles.
- Must possess strong leadership, strategic planning, financial management, and project management skills, along with the ability to oversee complex utility operations, capital projects, and multidisciplinary teams.
- Strong analytical, problem-solving, communication, and stakeholder collaboration abilities are essential, as well as proficiency in developing standards, policies, budgets, contracts, and operational procedures that support reliable, safe, efficient, and sustainable campus utility services.
