Job description

Summary
This position is located in the Centers for Medicare & Medicaid Services, Office of Strategic Operations and Regulatory Affairs (OSORA), Issuances Records and Information Systems Group, Division of Records and Information Systems.
As a Records and Information Management Specialist, GS-0308-9/11, you will service as a technical point-of-contact for records management issues to ensure Government accountability, protect the interests of the public, and mitigate records-related litigation risks.

Duties
Help
  • Lead the transformation of CMS records management processes to address the challenges posed by electronic records.
  • Participate in CMS planning process for all major information systems to ensure that records management functionality appropriate to the records information assets they support is included in system design.
  • Formulate the implementation of CMS policy and guidance for record-keeping in accordance with CMS strategic plan.
  • Coordinate with CMS Records Coordinators to ensure records creation, maintenance, use, and disposition are in accordance with this guidance and the Federal Records Act.
  • Conduct periodic records management surveys for the purpose of gathering and analyzing data to evaluate the implementation effectiveness of all aspects of the records management program.

In order to qualify for the GS-09, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Communicating with program offices to implement records and information management policies, procedures, and controls that drive compliance with applicable rules and regulations, and agency guidance throughout the entire records life cycle; AND 2) Assisting with the development of data retention guidelines for new record series, file plan inspections/reviews and record keeping responsibilities; AND 3) Building and maintaining relationships across all levels of an organization to address issues in the records management program.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D. if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate-level education may be used to combine education and experience.
TRANSCRIPTS are required to verify satisfactory completion of the educational requirement related to the substitution of education for experience and the combination of experience and education. Please refer to the "Required Documents" section below for the documentation required at the time of application.
In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector, to include 1) Analyzing, interpreting, revising or applying existing policy, regulations or guidelines from regulatory agencies regarding a Records Management Program; AND 2) Implementing processes and procedures to ensure a record's lifecycle (e.g. creation, maintenance, and disposition) is based upon established guidelines; AND 3) Serving as a liaison with the Federal Records Centers and the National Archives and Records Administration authorities for the purpose of electronic records transfer and disposition.

Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or equivalent doctoral degree; or LL.M. if related to the position being filled. - OR -

Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree may be used to combine education and experience.

You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
