    Overview


    Client First Technologies is currently seeking a Program Manager to support an upcoming contract. The Program Manager (PM) provides overall leadership, management, and accountability for all task order activities supporting U.S. Navy systems and operations. This role ensures the successful execution of technical, operational, and administrative requirements in alignment with contract objectives, cost, schedule, and performance metrics. The Program Manager serves as the primary interface between Government stakeholders and contractor personnel, ensuring seamless communication, risk mitigation, and delivery of high-quality services.


    This is a full-time position in Dahlgren, VA.

    Requirements:

    Responsibilities


    • Direct and oversee all technical and administrative aspects of contract performance, ensuring compliance with contract requirements and Government standards
    • Manage integrated project schedules, cost controls, and performance metrics to ensure timely delivery of services
    • Lead multidisciplinary teams supporting Navy network system design, development, testing, integration, cybersecurity, and training
    • Oversee quality assurance processes to ensure accuracy, completeness, and timeliness of deliverables
    • Coordinate with Government stakeholders to resolve issues, manage risk, and implement corrective actions
    • Ensure alignment with Navy enterprise architectures, cybersecurity policies, and operational requirements
    • Support program planning, workforce management, and resource allocation
    • Prepare and deliver program status briefings, performance reports, and executive-level communications


    Qualifications

    • Minimum of five (5) years of experience in contract and program management supporting DoD or Federal programs
    • Demonstrated experience managing technical teams performing systems engineering, cybersecurity, and IT operations
    • Proven ability to manage cost, schedule, performance, and risk across complex programs
    • Experience supporting Navy network systems design, development, testing, and training activities
    • Strong leadership, communication, and stakeholder engagement skills
    • Meets DoD 8570 IAM I requirements (for example, certifications such as: CAP, Security+ CE)


    Preferred Qualifications


    • Meets DoD 8570 IAM II/III requirements (for example, certifications such as: CISSP, CISM).


    Physical Demands


    • Must be able to sit and stand for long periods of time
    • Occasional travel and overtime may be required



    Required Clearances and Screenings


    • This position is subject to a government background investigation (BI) and must meet eligibility for access to classified information. Candidates must have a current, in-scope Tier 3 (T3) BI; Tier 5 (T5) preferred.
