GENERAL STATEMENT OF JOB
Provides county wide field and office related GIS, engineering, survey, construction and telecommunications infrastructure support.
EXAMPLES OF WORK
• Performs utility locates using all related detection methods available and in use by the county in support of the county telecommunications utilities.
• Reviews construction and engineering plans, attends utility coordination and other meetings and serves as liaison for construction projects.
• Creates and submits utility permits for approval by local, state and federal agencies.
• Provides Construction Engineering Inspection (CEI), and oversight to construction crews and projects.
• Plans and coordinates crews, materials, and telecommunication related projects.
• Plans and schedules construction and maintenance.
• Performs GIS/GPS field data collection activities using current data collection techniques; develops field procedures and quality control standards.
• Researches property deeds, certified corner records, government survey notes, plats, and other related information.
• Tests, implements and maintains key components of the enterprise wide county GIS database and related systems, in particular the county fiber optic network and the local survey control network.
• Prepares data and maps using, ArcGIS, ArcPad, AutoCad or other related software as required.
• Maintains and assists with updating field operations procedure manuals.
• Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience: Associate of Science degree in Surveying, Engineering, GIS or related field supplemented, by a minimum of two (2) years' progressively responsible experience in outside plant (OSP) telecommunications infrastructure construction, operations and maintenance methods to include, utility location and construction engineering inspection, GIS utility related field data collection; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Demonstrated proficiency utilizing ARCGIS, AutoCAD and other related software packages is preferred. Ability to perform GIS integrated: GPS cadastral surveys, data collection and utility permitting are preferred.
Licenses and/or Certifications: Requires a valid driver license.
OTHER REQUIREMENTS
Physical Requirements: Requires the ability operate a variety of machines and office equipment including computers, digitizers, telephones, plotters, printers, GPS/survey equipment, etc. Must be able to exert a negligible amount of force constantly to move objects. Must be able to bend body downward and forward bending spine at the waist, requiring full use of the lower extremities and back muscles. Must be able to move about on hands and knees or hands and feet. Requires the ability to work with hands and fingers, reaching and extending in any direction, grasping and holding items. Physical demands are in excess of those for sedentary work.
Language Ability: Requires ability to read and communicate effectively in English, including reading a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into the computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others.
Intelligence: Requires the ability to apply basic principles of computer technology, drafting, engineering, and common sense understanding to carry out detailed and involved written or oral instructions; to deal with problems involving a few concrete variables in or from standardized situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.
Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, calculate percentages and decimals; utilize standard principles of geometry and algebra.
Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under minimal to moderate levels of stress when confronted with an emergency or tight deadline. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
