POSITION SUMMARY
An employee in this position performs professional engineering work for Harnett Regional Water in the design review and inspection of engineering plans for utility construction projects to identify degree of compliance with Harnett County ordinances, state laws, and generally accepted codes and specifications. Work includes conducting engineering studies and analysis; preparing cost estimates related to the extension of utility services; preparing engineering plans and specifications; serving as project engineer on utility projects; inspecting projects; answering questions related to plans and specifications; reviewing site plans, subdivisions, and building permits for compliance with County requirements; and reviewing and approving plans. Work also includes: writing letters specifying needed changes to plans; coordinating with the state reporting requirements for project approval; researching and updating regulations and specifications; maintaining subdivision files; coordinating with other departments, Department of Transportation (DOT), developers, engineers, and others; applying water and sewer modeling/analysis for ongoing project and operations needs within the water and sewer system; and supervising assigned staff.
Hiring Range: Mid Point $122,866.00 to Maximum $153,004.00
DUTIES AND RESPONSIBILITIES
ESSENTIAL FUNCTIONS OF THE POSITION:
  • Reviews plans and specification for proposed new utility construction projects submitted by professional engineers for compliance with state and local laws, codes, and ordinances and generally accepted specifications; prepares plan review letters with comments to address compliance issues and remediation needs; and makes recommendations for changes as necessary.
  • Coordinates with DOT requests to move water and sewer lines for road construction projects.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Reviews material shop drawings for utility projects and attends preconstruction meetings.
  • Reviews new pump installations and upgrades to the system for maintenance upgrades/needs.
  • Answers inquiries from contractors or the public related to utility projects; makes field inspections.
  • Maintains files/records related to projects; upholds permit compliance with NCDEQ.
  • Tracks existing and proposed water and sewer flows.
  • Coordinates utility work with outside municipalities and state organizations.
  • Troubleshoots and updates existing model information for consultants.
  • Provides reports, spreadsheets, and supporting documentation for alternative projects related to capital improvements or development upgrades.
  • Conducts existing downstream sewer information assessments.
  • Assists and completes fire flow tests for developers.
  • Attends meetings with Development Services and other departments related to development projects.
  • Supervises locate staff and assists with locating and locate issues.
  • Estimates costs and preliminary routes for utility extensions for the public and other projects.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS
MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Bachelor's degree in Civil Engineering or other related engineering field;
  • Three (3) years of related work experience;
  • Or equivalent education and/or experience.
  • Possession of a Professional Engineer's License.

KNOWLEDGE, SKILLS, and ABILITIES:
  • Knowledge of civil engineering as it related to public utilities.
  • Knowledge of project management.
  • Knowledge of related rules, laws, and ordinances.
  • Knowledge of applicable County policies and procedures.
  • Skill in using computers and Department software such as creating spreadsheets.
  • Skill in performing mathematical calculations related to job duties.

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDS:
Must be able to perform light work frequently exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 20 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate motor vehicles or equipment, and inspect defects or fabricate parts.
WORK ENVIRONMENT:
The employee works mainly indoors and works occasionally in the field meeting with contractors, inspecting work, and assisting with surveys.
