This position is located at 1117 Trinity St., Austin, TX.

The ideal candidate must take initiative, have excellent interpersonal and analytical skills and be an active learner. Must have a positive and optimistic attitude with a problem-solving drive to assist both internal and external stakeholders to support the mission of the Texas Workforce Commission. The ideal candidate must possess strong professional verbal and written communication skills to include articulation, grammar, and business writing as well possess excellent computer skills especially in Excel, Word, TEAMS, and Outlook. The position supports the Temporary Assistance for Needy Families, Non-Custodial Parent and Supplemental Nutrition Assistance Employment and Training Programs. These programs assist individuals enter the workforce with a goal of self-sufficiency and self-reliance as quickly and effectively as possible. WHAT YOU WILL DO:
The Program Specialist IV performs highly complex (senior-level) consultative services and technical assistance work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment
YOU WILL BE TRUSTED TO:
-Provide technical training, policy and program research, and assessments related to Temporary Assistance for Needy Families, Non-Custodial Parent and Supplemental Nutrition Assistance Employment and Training Programs.
-Coordinate with program staff in planning, development, implementation, analysis, and documentation of agency programs.
-Collaborate with program staff in determining trends and resolving technical issues.
-Represent Workforce Development programs at committees, workgroups, meetings, and conferences.
-Conduct and review applications to determine compliance with requirements, regulations, policies, and procedures.
-Monitor, review, and evaluate compliance with program policies and procedures, statutes, and rules for assigned programs.
-Prepare comprehensive reviews of literature, statutes, rules, and/or policies.
-Prepare reports and research projects.
-Study program operations and problems; prepares reports of findings and recommendations.
-Prepare, plan, and conduct technical assistance visits.
-Review and evaluates information on service delivery system methods, outputs, and activities and recommend improvements.
-Assist in the collection, organization, analysis, and preparation of materials in response to requests for information.
-Develop and implements technical assistance plans, policies, procedures, standards, and guidelines for TANF Choices, SNAP E&T, NCP and other workforce programs, special initiatives, and projects, to enhance services and promote an integrated service delivery system.
-Assist in preparing justifications for the implementation of procedural or policy changes.
-May analyze legislation and assists with the development of recommendations for policy and programmatic issues.
-May recommend activities to produce effective programs.
-May provide guidance to others.
-Perform other duties as assigned.
YOU QUALIFY WITH:
- Two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.
-Six months of full-time in-service TWC experience classified as a Program Specialist III or Program Supervisor III with regular status will satisfy the minimum qualifications.
YOU ARE A GREAT FIT WITH:
- Experience with Federal employment and training programs; experience with Temporary Assistance for Needy Families, and Supplemental Nutrition Assistance Program is a plus.
- Experience with staff training and development.
- Skilled in identifying measures or indicators of program performance.
- Ability to gather, assemble, correlate, and analyze facts and devise solutions to problems.
- Experience analyzing and presenting information to executives and/or large groups.
- Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, and Outlook).
