Departmental Overview
The Division of Finance provides effective financial, analytical, and administrative management to our campus partners. The division includes Financial Planning & Analysis, the Controllers Office, Capital Finance, University Business Partnerships & Services, and the Immediate Office.
Together, these teams oversee university financial services and controls, lead an integrated approach to planning and development, and provide accurate and timely information and analyses to inform campus decision-making in service of UC Berkeleys mission of teaching, research, and public service. Finance also serves in an advisory capacity, working closely with the Chancellor and Provost to advance strategic financial priorities and partnering with the schools, colleges, and administrative divisions to provide financial direction.
Position Summary
The Financial Analyst supports the finance functions for the Divisional Finance Lead (DFL). This includes supporting the Finance Divisional budget and the Provost's Office, Academic Senate and VPAP. This position develops financial analysis that impacts the campus-wide budget and develops and maintains funding records, journals, and related financial analysis. The Financial Analyst implements processes for the DFL, maintains relevant policy and procedures, and supports multi-year planning and financial modeling.
This position assists in the budget process and collaborates with different teams to collect and analyze data for reporting, while reviewing divisional inquiries and maintaining a database. The Financial Analyst provides support to the team on the annual budget process; monthly, quarterly, and fiscal close processes; central commitment maintenance; systems testing; and journal creation and review. The Financial Analyst uses good judgment in selecting methods and techniques to obtain solutions and works on problems of diverse scope, where data analysis requires evaluating identifiable factors. Collaboration and communication are essential as this position works closely with both internal and campus-wide stakeholders to cultivate partnerships that engender trust and respect.

Responsibilities
- Applies professional concepts to perform moderate to complex financial analysis to support position planning and provide analytics around compensation and position data.
- Provides analytical support for complex budget, financial, or resource analysis projects. Provides support for both the divisional budget process and campus budget process.
- Supports the DFL in implementing department budget allocations. Manages UC Berkeley divisional business processes.
- Gathers information, analyzes, prepares, and summarizes recommendations for financial and/or resource plans, including allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving new financial or other resource reports, or analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees.
- Partners with DFL to ensure that the appropriate internal controls are addressed, maintained, and strengthened to protect the University's resources.
- Performs complex financial or resource research and studies for various internal department constituents. Examples include periodic financial reports, staff / faculty salary budgets, contracts, grants, gifts, endowments, or user fees. Financial and/or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff or faculty salary or FTE analysis, student enrollment analysis, recharge or general rate analysis (parking rates, copier rates, capital project rates, student health charges) student fees (self-supporting programs, professional school fees, course material fees, etc.) contracts and grants analysis, endowment income, fungibility of funds, working capital, depreciation, new building funds, etc.
- Prepares, reviews, and/or approves financial transactions relating to divisional billing and procurement, and supports control unit travel and entertainment reviews.
- Independently gathers information as needed to perform analysis. Supports quarterly reporting.
- Documents procedures for financial activities.
- May train staff or collaborate with finance team members across the division as appropriate.
- Provides department support through procedure testing and implementation, documentation, security, workflow, and customer feedback. Performs UCPath transactional tasks under the supervision of DFL.
- Assist in the performance of recurring tasks as assigned, including monthly, quarterly, and fiscal close processes, revenue forecasting, key controls, and annual UCOP reporting. Respond to emergent campus stakeholder issues related to fee revenue policies and financial planning as they arise.
- Ability to independently gather, organize, and analyze complex financial data to draw accurate, actionable conclusions.
- Proven ability to effectively communicate information verbally and in writing in a clear and concise manner.
- Proven ability using spreadsheets and software for complex financial analysis, fiscal management, and financial reports.
- Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high-volume environment.
- Ability to adapt to changing priorities quickly and able to work through ambiguity.

- Thorough knowledge and understanding of internal control practices and their impact on protecting UC Berkeley resources and/or the ability to learn.
- Working knowledge of campus financial/hr systems (BearBuy, CalPlanning, CalAnswers, UCPath) and/or the ability to learn.
- Bachelor's degree in related area and / or equivalent experience / training

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted annual range that the University reasonably expects to pay for this position is $85,300 - $154,300. The targeted hiring range is $90,000 to $130,000, commensurate with experience.
