Definition
Under the general direction and supervision of the Borough mayor or their designee the Recreation Director leads the day-to-day operations of NPRSA, making sure programs, facilities, and services run smoothly and meet the needs of the community. Working closely with the service area board, this role helps guide decisions, supports planning efforts, and keeps everything moving forward from programming and staffing to budgeting and long-term planning.

Minimum Qualifications
Bachelor's degree in a related field and two years managerial experience in recreation, or four years of managerial experience in the recreation field; certified pool/spa operator, CPR, and First Aid certificates; and a valid Alaska driver's license to perform all job functions.
Essential Functions

1. Plans, promotes, organizes and administers recreational services for the community under the policies established.
2. Prepares budget and directs expenditures of department funds and keeping of department records.
3. Serves as technical advisor to managing authority and serves as a recreation consultant to the community.
4. Implements and evaluates risk management programs.
5. Meets regularly with service area board.
6. Prepares materials and information for regular meetings with service area boards.
7. Develops plans, policies for service area board approval.
8. Selects, develops and supervises staff and on-calls.
9. Plans employee training and development programs for job related skills.
10. Interprets recreation program to public and maintains cooperative planning and working relationships with public and volunteer agencies.
11. Evaluates effectiveness in recreation areas, facilities and services.
12. Develops short and long range plans to meet recreational needs for all age groups.
13. Develops procedures to carry out plans and policies for facilities, staff and administration.
14. Prepares grant proposals for formal application for funding.
15. Prepares written, formal proposals for technical assistance on projects.
16. Serves as project manager and assists capital projects for service area projects.
17. Other related duties as assigned.

While performing the duties of this job, the employee is regularly required to see, talk and hear; to use hands and fingers dexterously to operate equipment and machines; swim; stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel or crouch. The employee must occasionally transport up to 50 pounds and very occasionally more than 100 pounds. Personal Leave - Paid Time Off-PTO
Employees accrue 6.47 hours of PTO from date of hire and it is available to use immediately. Accrual increases according to a 2, 5, and 10-year schedule.
Holidays
Ten scheduled holidays plus two floating holidays.
Administrative Leave
Administrative employees receive up to 80 hours of administrative leave per calendar year.
Retirement
Enrollment in the State of Alaska Public Employees Retirement System (PERS) is mandatory. Employee/ Employer contributions dependent on PERS Tier Level employee is hired under.
Please note, PERS calculates service based on 6 hrs. per day/30 hrs. per week as full-time. If working less than this, your years of service (used to determine vesting schedule, retirement etc.) will be prorated accordingly. Please contact PERS for more information.
Supplemental Retirement Accounts
Available at employee's expense through MissionSquare Retirement. Options include an optional, employee-funded, pre-tax 457 deferred compensation program and/or a post-tax IRA.
*pro-rated is defined as $125.00 per month for an individual or $250.00 per month for a family, based on month of hire for new hires. This is based on the Boroughs contribution for a Full-Time employee of $1500.00 per year for an individual or $3000.00 per year for a family.
