Job description

OVERVIEW

Hendall is seeking an experienced IT Project Manager to lead the day-to-day delivery of a complex federal health data and digital services program. Under the direction of the Project Director, this position will coordinate interrelated software, data, cloud, cybersecurity, web, and operations and maintenance workstreams; manage project staff and subcontractors; and serve as a primary interface with the client and technical stakeholders. The successful candidate will combine disciplined project controls with strong client service, familiarity with HHS environments, and practical knowledge of responsible artificial intelligence (AI) practices. This individual must translate technical and program requirements into actionable plans, resolve issues quickly, and ensure high-quality deliverables are completed on time and within budget.


DUTIES

  • Lead the planning, coordination, and delivery of IT, data, web, cloud, and operations and maintenance activities using Agile project management methods

  • Maintain integrated schedules, work plans, and project documentation, including project management, communications, quality assurance, risk, change management, transition, and turnover plans

  • Ensure work remains within scope and consistent with requirements, schedules, budgets, security and privacy obligations, and quality standards; recommend corrective actions when performance is at risk

  • Manage daily activities, staffing, level of effort, assignments, and performance for project personnel, team leads, and subcontractors; remove blockers and resolve technical and management issues

  • Serve as a primary operational interface with the client, Contracting Officer's Representative, product owners, security and privacy teams, infrastructure teams, and third-party stakeholders

  • Plan and facilitate kickoff, weekly status, change control, technical, management, and stakeholder meetings; document decisions, risks, dependencies, and action items

  • Prepare weekly, monthly, and annual reports covering accomplishments, upcoming work, risks, project metrics, and labor utilization

  • Manage project budgets, resource forecasts, cost controls, and software, equipment, and staffing needs

  • Oversee the systems development lifecycle from requirements and design through development, testing, cloud deployment, operations, maintenance, and modernization

  • Support cybersecurity and privacy compliance activities, including authorization to operate, continuous monitoring, privacy assessments, system and data diagrams, control documentation, and risk remediation

  • Establish QA/QC and release-readiness practices; ensure deliverables, data products, code, reports, and web content meet Section 508, web, data quality, security, privacy, and documentation standards

  • Promote configuration management, version control, open-source practices, DevSecOps, user-centered design, service reliability, and complete project repositories

  • Ensure uses of AI-enabled tools follow responsible AI best practices, including authorized data use, human oversight, validation, bias and risk assessment, privacy and security protections, transparency, auditability, and documented limitations; support process improvement and special projects

  • Translate complex technical concepts into clear, non-technical language for business stakeholders and clients


MINIMUM QUALIFICATIONS

  • Bachelor\'s degree in computer science, information technology, engineering, project management, business, or a related field

  • At least ten (10) years of IT experience and at least five (5) years managing projects involving software applications, data systems, cloud services, web platforms, and operations and maintenance

  • Experience managing complex federal IT programs or contracts with multiple interdependent workstreams, formal deliverables, project personnel, and subcontractors

  • Demonstrated federal Health IT experience and familiarity with HHS policies, standards, governance, security and privacy, accessibility, cloud, and data management expectations

  • In-depth knowledge of the systems development lifecycle, Agile and Waterfall methodologies, and integrated schedule, budget, risk, issue, change, quality, and reporting controls

  • Working knowledge of federal cybersecurity, privacy, authorization, continuous monitoring, cloud, and Section 508 requirements

  • Practical knowledge of AI and generative AI best practices, including governance, human-in-the-loop review, data protection, output validation, bias and reliability risk, transparency, and appropriate use in regulated environments

  • Strong leadership, decision-making, problem-solving, business analysis, client management, and written and verbal communication skills

  • Ability to satisfy federal background investigation and badging requirements


PREFERRED QUALIFICATIONS

  • PMP, PMI-ACP, Certified ScrumMaster, or comparable project management certification

  • Direct experience supporting HHS programs or federal public health data collection, reporting, analytics, or digital service initiatives

  • Experience managing AWS cloud migrations, DevSecOps, CI/CD, infrastructure as code, and highly available public-facing applications

  • Experience with relational databases, large-scale data collection systems, data quality processes, analytic or public-use data products, and accessibility-compliant web content

  • Experience establishing or applying AI governance, evaluation, and risk-management practices in a federal, health, or other regulated environment

  • Master\'s degree in a related field


Salary Range: $145,000 to $185,000 per year
