Opportunity Summary
The Permit to Work (PTW) Supervisor oversees the site's PTW and Lockout/Tagout (LOTO) programs, ensuring the safe coordination of maintenance, construction, commissioning, and operational activities. Working closely with Operations, Engineering, Maintenance, Safety, EPC contractors, and construction LOTO personnel, this role ensures work is properly authorized, isolated, and executed in accordance with site procedures and safety requirements. The Permit to Work Supervisor promotes safe work execution, procedural compliance, and operational readiness while providing Shift Supervisor relief as needed to support plant operations.
As PTW Supervisor, your responsibilities specific to the Pre-Commissioning Phase include:
- Develop the site's Permit to Work (PTW), Lockout/Tagout (LOTO), isolation, and safe work procedures to support safe commissioning and plant startup.
- Lead implementation of the site's Permit to Work and Lockout/Tagout programs, including permit workflows, isolation processes, switching protocols, and associated documentation.
- Support commissioning activities through participation in system walkdowns, PSSRs, first-fire events, synchronization, performance testing, and turnover inspections to verify system readiness and isolation boundaries.
- Collaborate with EPC contractors, Engineering, Operations, Maintenance, Safety, and construction LOTO personnel to coordinate work authorization, equipment isolations, and safe execution of commissioning activities.
- Establish permit authorization processes, isolation standards, equipment labeling, lockout/tagout documentation, and contractor coordination procedures to support safe plant operations.
- Maintain Permit to Work, Lockout/Tagout, and commissioning documentation to support a safe transition from EPC construction to commercial operations.
Your scope of responsibility as PTW Supervisor includes the following primary functions:
- Administer and continuously improve the site's PTW and LOTO programs by coordinating permitting, conducting classroom and hands-on PTW/LOTO training for site personnel with support from the Training Supervisor, and ensuring work is properly authorized, equipment is safely isolated, and site procedures and safety requirements are met.
- Coordinate permit issuance, equipment isolations, lockout/tagout activities, switching, and work authorization for maintenance, construction, commissioning, and plant operations while ensuring effective communication among Operations, Maintenance, Engineering, and contractors.
- Maintain PTW and LOTO procedures, isolation plans, switching orders, equipment status records, and program documentation to reflect plant modifications, operating experience, and industry best practices.
- Facilitate safe work execution by providing guidance on permit requirements, isolation boundaries, hazardous energy control, confined space entry, hot work, and other site permitting processes while supporting regulatory compliance.
- Monitor and evaluate the effectiveness of the PTW and LOTO programs through field observations, audits, incident reviews, and performance assessments, implementing improvements to strengthen safety and operational excellence.
- Support plant startup, shutdown, commissioning, testing, and routine operations while providing Shift Supervisor relief coverage and reinforcing operational standards, procedural compliance, and safe work practices.
- Collaborate with Operations, Maintenance, Engineering, Safety, contractors, and OEMs on event investigations, corrective actions, Management of Change (MOC), and continuous improvement to ensure PTW and LOTO programs remain aligned with plant operations.
Perform other duties as assigned to support safe, reliable, and compliant plant operations.

Working Relationships
The PTW Supervisor reports to the Operations Manager and receives general direction from other plant management. This role directs operations personnel and ensures the safe and efficient operation of the plant and its related processes.
Physical Requirements and Working Conditions
Physical requirements include standing for extended periods of time, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.
Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.
Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.
Fitness for Duty
All personnel will participate in the Fitness for Duty Program, which includes a post-offer physical examination, drug screening, and post-employment random drug screening.
Work Schedule
This position will also occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or "On call" status may also be required.
Compensation
This position offers a base pay rate ranging from $54.25 to $63.91 per hour, along with eligibility for an annual performance bonus.
Operational Expertise and Qualifications
- High school diploma or equivalent required; an associate degree in power plant technology, engineering, or a related technical field is preferred. Relevant industry or military experience may be considered in lieu of formal education.
- Power plant operations experience, including operations supervision and previous Control Room Operator (CRO) experience, with the ability to provide Shift Supervisor relief during routine and emergency operating conditions.
- Proficiency in operating and supervising simple cycle, combined cycle, and reciprocating internal combustion engine (RICE) generation technologies; experience with Battery Energy Storage Systems (BESS) is preferred.
- Demonstrated success administering Permit to Work (PTW), Lockout/Tagout (LOTO), hazardous energy control, and safe work authorization programs within an industrial or power generation environment.
- Proven ability to develop and maintain PTW, LOTO, isolation, switching, and safe work procedures supporting maintenance, construction, commissioning, and plant operations.
- Strong knowledge of power plant systems, operating practices, plant startup and shutdown, equipment isolation, lockout/tagout, permitting, operational readiness, regulatory compliance, and Incident Command System (ICS) principles.
- Skilled in coordinating work between Operations, Maintenance, Engineering, Safety, EPC contractors, OEMs, and construction personnel to safely execute maintenance, commissioning, and operational activities.
- Excellent written and verbal communication skills with the ability to develop technical documentation, provide procedural guidance, and collaborate effectively across Operations, Maintenance, Engineering, Safety, Environmental, contractors, and OEMs.
- Must possess a valid, unrestricted U.S. driver's license and ensure it remains in good standing at all times.
