Job Description:
Job Summary: The Manager of Legal Contracts oversees legal contracts within the Office of Legal Affairs, ensuring compliance with laws and regulations. Responsibilities include management of contracts overseen by the Office of Legal Affairs or that come from Supply Chain for legal review, drafting, reviewing, and negotiating contracts, ensuring compliance and legal requirements on contract terms and conditions, and aiding in resolving contract disputes. This role works closely with the attorneys, business partners, and external stakeholders to ensure that contracts are executed efficiently and effectively. The Manager also oversees and supervises the Legal Contracts Management team.
Essential Job Functions & Accountabilities:
  1. Initiates and drives process improvement initiatives to enhance the efficiency and effectiveness of the contract management function.
  2. Ensures proper document control for contract templates, including those approved by legal counsel.
  3. Tracks, reports, and documents all identified process improvements and cost savings related to contract management activities.
  4. Oversees and supervises the legal contract management team, conducting performance evaluations, coaching, counseling, and recommendations for discipline when necessary.
  5. Fosters effective relationships and communication among staff, physicians, vendors, and leadership to meet the Network's operational objectives related to contract management.
  6. Maintains strong inter- and intradepartmental relationships to effectively support the strategic operational goals of the Network in relation to contracting.
  7. Ensures adherence to acquisition and contracting procedures, offering guidance to Network staff to maintain compliance.
  8. Plans, develops, delivers, and evaluates training for hospital staff on the contract management process.
  9. Functions as an educational resource across departments, addressing questions, issues, and policy-related matters concerning contracts.
  10. Collaborates with contracting and purchasing teams to assist in the development and implementation of public contracting and acquisition strategies.
  11. Oversees document and project management systems, for the Office of Legal Affairs, monitoring and reporting on relevant data to ensure transparency and access to contract-related information.
  12. Conducts document audits, special projects, analyses, and investigations as required.
  13. Supports staff in implementing process improvements that drive efficiency and cost savings in the contracting process.
  14. Facilitates the development, review, approval, execution, and maintenance of Network contracts, ensuring all necessary approvals and documentation are in the contract management system.
  15. Assists in the preparation and review of documents for JPS Board approval of contracts.
  16. Aids staff and stakeholders in preparing contracts following competitive solicitations.
  17. Oversees the annual performance evaluations for Legal contracts.
  18. Monitors contracts approaching their termination date, managing the 180-day report to ensure timely action.
  19. Participates in Leadership Development initiatives, applying strategies to improve employee morale and performance.

Required Qualifications:
  • Bachelor's Degree in Business Administration, Paralegal Studies or related field of study from an accredited university.
  • Five (5) years related experience in contracts, competitive solicitation or procurement.
Preferred Qualifications:
  • One (1) year or more competitive solicitation or procurement experience.
  • Two (2) years or more of contracting or competitive solicitation experience in a large hospital system or governmental entity.
