Position: Senior Regional Director of Behavioral Health Services – Focus on Children’s Services
Status: Full Time, Exempt
Reports to: Chief Operating Officer
Job Summary:
The Senior Regional Director is responsible for the development, planning, implementation, quality and contract compliance of all agency programs and services in which mental health services are provided, including being the lead in providing Certified Community Behavior Health Center (CCBHC) services per guidelines and handbook. As a member of the executive and senior management teams, the Director ensures standard agency operating policies and procedures are followed, participates in strategic planning and budgeting efforts, and represents the agency on key community, governmental and industry policy and program bodies. The Director also serves as a service line champion, providing expertise in a specific area (e.g. prevention, child welfare) to the executive team and senior management to ensure services within the Director’s area of expertise are delivered in a consistent manner and adhere to best practice standards across all geographic regions.
Primary Duties and Responsibilities
  • Oversee operations of integrated care services/behavioral health which includes Outpatient Mental Health, In-Home treatment, Substance Use Disorder Outpatient, Intensive Outpatient Substance Use Disorder, Infant Mental Health, coordination with Integrated Primary Health Care (as needed), and services at multiple locations in Macomb, Oakland and Wayne Counties related to Children (birth to 18 years)
  • Participate as a member of Directors Group and Senior Management Team.
  • Overall administration, direction, coordination, clinical oversight and evaluation of the integrated care/behavioral health programs in a manner consistent with person and family-centered principles of service delivery.
  • Ensure programs meet all contract, accreditation and regulatory requirements.
  • Effectively manages budgets, program utilization and staff productivity to meet fiscal goals of programs.
  • Works collaboratively with support departments to write contract bids, grants and other proposals consistent with regional and agency strategic planning goals.
  • Assures program staff are appropriately trained, credentialed and privileged on an on-going basis as required for effective and/or regulatory/contractually mandated program and clinical services delivery.
  • Establishes best-practice and/or evidence-based program logic models with external subject experts.
  • Develops positive working relationships with governmental bodies, funders, advocacy groups, schools and other stakeholders at the local, regional and state level.
  • Direct hiring and supervision of program management staff.
  • Ensure the increase and sustainability in client growth in all programs.
  • Develop and sustain an appropriate level of care for services
  • Assist and support the development and implementation of agency’s strategic plan
  • Work with Director of Adult Behavioral Health and ELT members to develop and implement a centralized intake and scheduling system.
  • Collaborate with Medical Director to ensure seamless services
  • Work collaboratively with billing department to ensure accurate documentation and documents are provided for efficient billing process.
  • Work collaboratively with the Director of Adult Behavioral Health Services
  • Completes all other assignments or duties as designated.
Qualifications
  • Master’s degree in human service field (e.g. social work, psychology, counseling) with appropriate clinical licensure from the State of Michigan preferred.
  • Minimum 5 years of management or program director level experience required, 8 years preferred. Experience consisting of managing multiple programs serving diverse populations of consumers with various funding sources is also preferred.
  • Effective presence, verbal/written communication and presentation skills necessary to interact with a variety of internal and external constituencies.
  • Demonstrated competency in computer skills as well as ability to use standard business applications (e.g. Excel, PowerPoint, Word).
  • Ability to gather, analyze and interpret data for use in program planning and evaluation.
  • Valid Michigan Driver’s License and Insurance
Skills Required
  • Master’s Degree and full state licensure in Social Work, Counseling, or Psychology or other appropriate human service field preferred; bachelor’s degree minimum.
Working Conditions
  • Generally, an office environment with frequent off-site meetings at multiple site locations.
  • Ability to travel and attend meetings and functions at various hours, including early morning, evenings and weekends is required.
  • Non-Traditional hours including 24/7 availability to staff
  • Job travel, utilizing personal vehicle with mileage reimbursement
