Job Description
The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas, is seeking a Financial Analyst III to perform routine to complex financial analysis, including reviews of rate changes and other applications filed with the Commission. Work involves analyzing utility reports, testimony, accounting records, contracts, and other pertinent information for compliance with accounting standards, state laws, and Commission regulations, as well as for the reasonableness of costs. Work under moderate to limited supervision with latitude for the use of initiative and independent judgment. Occasional travel may be required. Work is performed under the general supervision of the Section Manager Market Oversight Section. This position will work in the Market Oversight Section, Gas Services Department, within the Oversight and Safety Division.
Essential Job Duties
  • Analyze various utility filings to determine compliance with the Texas Utilities Code, Commission rules, and Commission policy.
  • Prepare written and/or oral expert testimony for use in contested utility rate proceedings. Work closely with attorneys and other professional staff throughout the various stages of contested cases.
  • Testify as a witness on behalf of Commission Staff in contested rate cases.
  • Participate in and lead rulemaking and other policymaking activities, in coordination with other divisions.
  • Conduct investigations of compliance by natural gas utilities, common carriers, and propane distribution companies with the Texas Utilities Code, Commission rules, and Commission policy.
  • Continue professional development to increase knowledge of utility ratemaking, including maintaining current knowledge of Texas laws and rules, and Federal Energy Regulatory Commission (FERC) accounting rules.
  • Mediate informal industry disputes.
  • Respond to inquiries from utilities, Commission staff, other government agencies, and the public regarding utility rate issues and competitive matters.
  • Prepare, in conjunction with other staff as necessary, reports required by the legislature, Commission action, or supervisors' direction.

Minimum Qualifications
  • Graduation from an accredited fouryear college or university.
  • Two years or more of experience in utility accounting, finance, public accounting, or directly related work experience.

Preferred Qualifications
  • Graduation from an accredited fouryear college or university with major coursework in accounting, business administration, finance, economics, or a related field.
  • Strong interpersonal and communication skills with the ability to work effectively within a diverse group.
  • Licensed Certified Public Accountant (CPA), Certified Financial Analyst (CFA), Certified Rate of Return Analyst (CRRA), or actively pursuing certification.
  • Prior work experience with a utility, utility representative, or utility regulatory commission.
  • Experience analyzing transactions between regulated utilities and their affiliates.
  • Understanding of and experience dealing with utility ratemaking principles and the ability to evaluate a utility's cost of service, including revenue, expenses, rate base, cost of capital, cost allocation, and rate design.

Knowledge/Skills/Abilities
  • Proficiency with Microsoft Office applications, particularly Microsoft Excel.
  • Knowledge of the FERC Uniform System of Accounts, Texas Utilities Code, and applicable Texas Administrative Code.
  • Ability to effectively plan and organize several tasks, write concise persuasive testimony, and defend positions through oral testimony.
  • Ability to work independently and exercise sound judgment when dealing with complex and controversial issues.
  • Ability to coordinate projects within the division and with other divisions.
  • Must demonstrate excellent communication, writing, and organizational skills.
  • Ability to maintain working relationships with internal/external stakeholders and be open to peer review from supervisors on work performance standards.
  • Ability to respond to highpressure situations and meet changing demands and timelines.
  • Ability to learn new regulations and standards to ensure compliance.
  • Must demonstrate attention to detail in the performance of work.

Working Conditions
  • This position may require additional work hours, including evenings, weekends, and/or holidays, to meet critical deadlines.

Additional Information
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
