E&M Technologies, Inc. is currently seeking a Staff Management Officer to join our team at Fort Belvoir, VA in support of the US Army Intelligence and Security Command (INSCOM) G-3X. The Sensitive Activities Directorate (G-3X) US Army Intelligence and Security Command (INSCOM) provides Analytical and Support Services to US Army Counterintelligence (CI), Human Intelligence (HUMINT), and Signature Reduction (SR) to the Sensitive Activities Directorate (G-3X) U. S . Army Intelligence and Security Command (INSCOM) Headquarters (HQ) and its Major Subordinate Commands (MSC). 


Job Responsibilities: 

  • Provide a full range of intelligence and administrative support to enable CI, HUMINT, and SR activities and INSCOM staff actions.  
  • Review documents for accuracy and respond to staff requests on accessing, coordinating, consolidating or formatting  
  • Assist with administration and management of Requests for Information (RFIs), task actions, reports, and briefings 
  • Prepare correspondence and other documents needed to support the management of the program and associated activities 
  • Create read-ahead documents, security coordination to ensure guests have appropriate access, and building read ahead books or material for official functions and meetings and provide cross-domain data transfer and intelligence dissemination support. 
  • Track and update organizational contact rosters, charts, presentations, briefings, taskings, and Operations Orders (OPORDS) for senior-level and executive consumers. 
  • Develop, edit, staff, synchronize, and coordinate CI, HUMINT, and SR presentations, products, memorandums, and other deliverables for senior-level and executive consumers while ensuring accuracy and compliance with policy and regulations. 
  • Support administrative personnel actions, to include editing award documentation for Government review, monitor the INSCOM G-3 X personnel manning status and include information relating to positions and functions in relevant briefings and presentations, conduct administrative coordination between INSCOM, Army Service Component Commands, DA, DoD, INSCOM, other Government agencies, and DA for CI, HUMINT, and SR related tasks, policy reviews, initiatives, equipment fielding, and acquisition of specialized intelligence equipment. 
  • Coordinate technical support for INSCOM G-3 X personnel as required, including systems access, communications access, and use of functional equipment.  
  • Develop recommendations to plan, manage, update, and execute support to special events to include special engagements, guest speakers, senior level briefings, and very important person (VIP) briefings. The contractor shall provide analysis of special projects, such as town halls, Commander's Conferences, off-sites, and transition plans. Provide recommendations to develop, maintain, update, and terminate associated SOPs or other repositories of information (i. e. SharePoint and websites). 
  • Provide products in the form of briefings, recommendations for plans or orders (e.g., CONOPS, Operational Plans (OPLANs), Warning Orders (WARNOs), OPORDS, Fragmentary Orders (FRAGOs), and Annexes) and recommendations for other staff writing (i. e. Memorandums for Record (MFRs), AAR, White Papers, and Intelligence Summaries) to decision makers. 

Requirements

Minimum Qualifications:  

  • Bachelors degree and 12 full-time years in a Staff Management or leadership role 
  • 8 full-time years of G-staff/action officer experience supporting a strategic intelligence organization, to include maintaining accountability of staffing actions, organizing senior-level meetings and briefings, coordinating personnel actions, and disseminating information across the enterprise. 
  • 5 full-time years executive correspondence and briefings. 
  • A Microsoft 365 Certification  
  • Successfully completed one or more of the following: Captains Career Course or Senior NCO Course (or Military Department/IC equivalent). 
  • Advanced Microsoft 365 proficiency. 
  • Knowledge and experience with Intelligence Community Directives (ICD) 203, 206, 300, 501, 704 and 707 related to their duties. 
  • Experience interpreting policy and drafting Army and DoD-level memorandums. 
  • Advanced proficiency of Enterprise Task Management Solution Systems (ETMS2). 
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with NDI on a pre-appointment and periodic basis. 
  • Must be a U.S. Citizen. 
  • Must have and be capable of obtaining a U.S. Department of Defense (DoD) security clearance at the appropriate level.
