Job Description


The Manager Pension Strategy and Compliance is responsible for the strategic direction, administration, and compliance of Canada Post's pension programs, encompassing both Defined Benefit (DB) and Defined Contribution (DC) plans. This role leads the development of pension policies, programs, and strategies while staying current with legislative changes and industry best practices. The Manager will act as a key liaison with internal stakeholders, third-party administrators, actuaries, legal advisors, and auditors. Manages third-party service providers-oversees vendor selection, contract negotiation, financial management, and service performance.
 

Job Responsibilities

Below are the main job requirements and responsibilities for the Manager, Pension Strategy and Compliance. 

1.    Provides strategic direction and oversight for the administration and compliance of Canada Post's pension programs, including both Defined Benefit (DB) and Defined Contribution (DC) plans. Serves as the central liaison between DB and DC Pension Managers, fostering collaboration and consistency across both pension programs.

2.    Acts as the primary point of contact for responding to union inquiries and correspondence related to pension matters, utilizes strategic thinking to ensure responses are strategic, accurate, and timely.

3.    Collaborates with legal and actuarial advisors to support collective agreement negotiations and stakeholder communications. Ensures timely and complete responses to internal and external auditors. Coordinates required data and documentation to support audits, regulatory reviews, negotiations, and communications.

4.    Represents the pension function in internal committees and cross-functional projects as required. Builds presentations with past or upcoming actions for the Pension Advisory Council (PAC) meetings.

5.    Evaluates and actions complex pension member cases, including those requiring legal guidance. Ensures that all member correspondence and communications are accurate and compliant through consistent interpretation and application of pension policies, plans, collective agreements, and governing legislation.

6.    Develops selection criteria and detailed requests for proposals, selects vendors and implements contracts, as required. Manages vendors, ensures compliance with service level standards and approves invoices.

Job Responsibilities (continued)

7.    Monitors applicable pension legislation and regulations, specifically the Pension Benefit Standards Act (PBSA) and the Income Tax Act (ITA). Liaises with the Office of the Superintendent of Financial Institutions (OSFI), Canada Revenue Agency (CRA) and the Office of the Auditor General (OAG).

8.    Oversees and manages a team of Pension Officers to ensure timely and accurate data processing. Reviews the integrity, accuracy, and governance of all pension related data across all platforms and processes, manages corrective actions as necessary.

9.    Builds and maintains strong relationships with internal stakeholders, third-party administrators, actuaries, legal advisors, auditors, and unions.

10.    Creates a positive work environment and culture within the department, provides clear objectives and performance expectations for colleagues, conducts training and development needs assessments and ensures that employees are provided with the support necessary to achieve their goals.
 

Qualifications

Education
    Completed post-secondary, preferably in a related field OR a combination of equivalent professional experience and training.

Experience
    3 to 5 years of relevant functional experience
    2 or more years' experience managing people
    One or more years of experience in a unionized environment an asset

Other Information

Other Candidate Requirements
    Proficient computer skills and competent with Microsoft Office programs
    A Certified Employee Benefit Specialist (CEBS), Pension Plan Administration Certificate (PPAC) or other equivalent certification would be an asset
    Excellent team building and leadership skills and experience
    Sound organizational, analytical, judgement and decision-making skills with proven abilities in problem solving
    Strong business acumen and strategic thinking
    Strong interpersonal skills with an ability to build and maintain relationships 
    Strong oral and written communication skills
