Job description

The Associate Manager, Government and Political Affairs is responsible for implementing Covestro's legislative, policy and political strategy on key issues impacting our business in the United States. The Associate Manager leads federal advocacy outreach to key elected and appointed officials in Congress and Administration and our efforts on several key policy issues directly and through trade associations. The position is also responsible for leading Covestro's political action committee, CovestroPAC, and growing it into an industry-leading strategic political resource that better advances the mission and objectives of Covestro in Washington, DCand in relevant states. This position reports to Covestro LLC's Head of North American Public Affairs in Washington, DC. This position offers a flexible hybrid work option with a minimum of 3 days per week in the office that balances both in-person work (in our centrally located Washington DC office) and working remotely.

Major Tasks and Responsibilities:

  • Develop exceptionally strong relationships with elected officials and their staff that represent Covestro's footprint in the United States.
  • Develop strong relationships with relevant members of Congress and the Administration and their staff that support our policy initiatives.
  • Develop proactive plans for achieving Covestro's legislative and executive branch objectives.
  • Lead Covestro's engagement at several key Washington, DC trade associations and shape their legislative and regulatory agendas.
  • Develop strong working relationships with key industry groups and advocacy allies to develop shared legislative objectives.
  • Identify, analyze, monitor and track legislation, regulations, executive activity, elected officials, and other related political activity that may impact Covestro.
  • Obtain site visits of elected officials and coordinate visits to Covestro's facilities.
  • Grow CovestroPAC into a chemical industry leading resource by developing a strategic plan for growth and increasing company contributors.
  • Lead CovestroPAC's Executive Board and work closely with the Chair on strategy.
  • Develop and distribute CovestroPAC communications, including education and solicitation.
  • Establish and maintain network of campaign fundraisers and industry colleagues.
  • Manage CovestroPAC Federal Election Commission (FEC) and state campaign finance compliance.
  • Manage lobbying compliance with vendor for federal and state entities and ensure accurate and timely lobbying registrations are submitted.
  • Coordinate development, implementation, and execution of corporate ethics and compliance training regarding interaction with government officials.
  • Manage day-to-day office administration, including relationships with building management, site vendors, and event planning.

Basic Qualifications:

  • Bachelor's degree with 6+ years' experience in government, corporate, association and/or campaign setting in policy, government affairs, fundraising, or political affairs role.

Preferred Qualifications:

  • Existing bipartisan relationships and the ability to build a bipartisan network at all levels of government and business.
  • Thorough understanding of the U.S. government, political, and legislative processes.
  • Experience interacting with and presenting to executives and senior management
  • Experience developing and implementing processes that drive efficiency and collaboration.
  • Ability to think creatively on policy and problem solving.

Knowledge and Skills:

  • Capacity and drive to understand the chemistries, business and operational elements of Covestro.
  • Ability to work effectively and productively with elected officials and staff from executive and legislative branches of government.
  • Proactive approach to advocacy and government affairs that is creative, effective, and understands constant change in business and political environments.
  • Excellent interpersonal and organizational skills and the ability to work collaboratively with internal and external partners.
  • Able to manage and organize a complex array of issues, projects and goals in furtherance of Covestro bus Self-motivated, entrepreneurial, creative and detail-oriented and able to work in a fast-paced environment.
  • Excellent verbal and written communication skills, and the ability to cultivate strong relationships and effectively articulate Covestro's interests and persuade federal policymakers.
  • Excellent presentation skills to articulate the role policy and advocacy plays in growing business to Covestro senior staff and business leads.

Salary Range: $103,867 - $192,954

This is a full time role that includes competitive pay, annual bonus potential, generous paid time off, 401K with company match, retirement contribution, tuition reimbursement, parental leave and medical, dental and vision coverage (no waiting period).
