Primary Purpose
Lead/Direct Construction Management organization in the construction of approximately $400 million in annual spend. Lead development/effective implementation of the program to ensure established safety, reliability, productivity, cost and customer satisfaction performance goals are met/exceeded. Spearhead effort to educate, update and implement Standards of Practice for Construction and Program Management. Implement safety, quality, schedule, cost, and change control procedures, processes and instructions associated with assigned large projects ($100,000 up) construction activities. Responsible for overall or discipline-specific construction site management, development and implementation of quality assurance via inspections, audits and surveillances of construction services.
Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties
  • Implement the vision and strategy for ComEd / PECO Project Management; lead the development and execution of business plan initiatives, including the implementation of strategic initiatives to improve overall performance of constructing work groups. Perform the role of subject matter expert for category specific work as required by Project Managers and effectively develop and enhance skill set of direct reports.
  • Monitor Project/Construction Managers' project safety and construction safety audits, verification of contractor job briefings and safety tailgates. Assist in Root Cause Investigations (RCI), Apparent Case Evaluations (ACE) or operating incident reviews, as requested. Review contractor quality assurance and verify compliance through audits, inspections or surveillances.
  • Manage day-to-day operational execution activities of direct reports; ensuring direct report's performance is effective in meeting construction standards, is within budget, is on schedule, and assess risk to minimize adverse conditions affecting projects. Monitor performance of direct reports, including development of skills, assessing performance and taking appropriate actions to improve performance, as required.
  • Active participant as member of project teams acting as Project Manager and/or Construction Manager for designated projects led by Program Manager or designee. Specifically acting as a representative of the project to manage the construction of the constructing work group; to support Project Management Controls to challenge construction estimate; to execute project schedule and control project scope; manage dollars, clearance orders and on-site materials management. Lead job site walk downs, meetings with engineering, construction and contract management personnel.

Job Scope
Lead the construction management resources as a part of the project management team for construction activities of substation, transmission or distribution projects with a value of over $400 million per year. Provide daily direction as appropriate to internal and external (contractor) resources to achieve scope, schedule and budget. Manage and oversee organizations safety and performance plans. Provide Subject Matter Expert support to organization.
Minimum Qualifications
  • Bachelor's Degree and 7-10 years' experience in distribution and/or transmission & substation construction, OR in lieu of a bachelor's degree, 9-12 years' experience in distribution and/or transmission & substation construction is required.
  • Knowledge of Project Management concepts and principles
  • Enabling Competencies: Outstanding written and oral communication; Problem solving, logic and root cause analysis
  • Technical Competencies and Helpful Skills: Strong relationship management skills; Ability to read and understand project schedules, cost reports and performance reports; Knowledge of Microsoft programs; Word, Excel, Outlook and Access

Preferred Qualifications
  • Bachelor's degree
  • Ideally minimum of 4 years of Supervisory or Managerial experience.
  • Enabling Competencies: Safety and Customer focus; Adaptable to change; Action oriented
  • Technical Competencies and Helpful Skills: Proven management/leadership skills; Knowledge of Asset Suite 8 ideal.
