Job description

Tau Six, an agile small company delivering cutting edge cybersecurity and systems integration services to the US National Security market, has an immediate need for a Senior IT Management Consultant to provide support to a Chief Information Officer within a Department of Defense customer. In this role you have the opportunity to help drive IT strategy, deliver project and financial oversight, and drive technology innovation with a mission-oriented, fast-moving, and impactful customer.

The Senior Information Technology Management Consultant provides senior-level advisory, analytical, and operational support to a Chief Information Officer (CIO) within the Office of the Secretary of Defense (OSD) under a Systems Engineering and Technical Assistance (SETA) contract. The consultant serves as a trusted advisor to senior government leadership, supporting enterprise IT management, governance, budgeting, cybersecurity oversight, and program execution, while maintaining the independence required of a SETA role.

This position requires extensive experience operating in DoD research and development environments, including support to Special Compartmented Information (SCI) and Special Access Program (SAP) IT systems, and a demonstrated ability to navigate the unique governance, security, and coordination challenges present at the Department's most senior levels.

Key Responsibilities

CIO Strategy, Governance, and Policy Support

  • Provide senior advisory support to the agency CIO on enterprise IT strategy, governance, and execution
  • Support development, coordination, and implementation of IT policies, directives, and guidance in alignment with DoD-wide regulations
  • Assist in aligning CIO initiatives with DoD CIO, OMB, and SAP IT and cybersecurity policies
  • Facilitate and support governance bodies, including investment review boards, change/configuration control boards, and senior steering committees
  • Coordinate with both internal and external stakeholders to meet organizational IT and cybersecurity objectives

IT Budget, Financial, and Cost Management

  • Support formulation, justification, and execution of IT budgets, including POM, FYDP, and PB cycles
  • Track and analyze IT program costs, obligations, and expenditures, including classified activities
  • Develop cost estimates, funding profiles, and decision-quality financial analyses
  • Support responses to internal audits, senior leadership inquiries, and external oversight reviews

Program and Project Management Oversight

  • Provide oversight and analytical support to IT programs and initiatives, including classified and SAP IT efforts
  • Track schedules, milestones, risks, and issues across complex, multi-stakeholder initiatives
  • Support development of integrated master schedules, performance metrics, and executive briefings
  • Ensure IT initiatives align with DoD acquisition lifecycle processes and CIO governance requirements

Cybersecurity, SAP IT, and Risk Oversight

  • Provide advisory support related to cybersecurity governance, compliance, and risk management
  • Support oversight of Risk Management Framework (RMF) activities for both unclassified and classified systems
  • Assist with governance and compliance for Special Access Program (SAP) IT environments
  • Assist the CIO in tracking cybersecurity risks, mitigation plans, ATO status, and continuous monitoring activities
  • Coordinate with security, counterintelligence, and SAP security officials as required

Workforce, Contractor, and Organizational Support

  • Support agency CIO leadership in IT workforce planning and organizational alignment
  • Provide advisory support related to oversight of government and contractor IT personnel
  • Assist with development of staffing plans, skill gap analyses, and workforce modernization efforts
  • Ensure contractor activities remain compliant with SETA boundaries and non-inherently governmental functions

Executive-Level Support and Communications

  • Prepare executive briefings, decision memoranda, white papers, and senior leader support materials
  • Support leadership meetings, working groups, and strategic planning sessions
  • Serve as a liaison between the agency CIO organization and DoD Components, Intelligence Community partners, and external stakeholders
  • Provide independent assessments and recommendations consistent with OSD and SETA requirements

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field
  • 12+ years of experience in senior IT management, consulting, or advisory roles
  • Demonstrated experience supporting OSD-level CIO organizations or equivalent DoD headquarters elements
  • Proven experience supporting Special Access Program (SAP) IT environments
  • Strong knowledge of:
    • DoD IT governance and policy frameworks
    • Federal and DoD IT budgeting and financial management
    • Cybersecurity governance, RMF, and classified system compliance
    • Program and project management best practices in highly classified environments
  • Experience operating in a SETA/advisory capacity, providing independent, non-conflicted support to senior government leadership

Certifications (Preferred)

  • PMP, ITIL, or equivalent project/service management certification
  • CISSP, CISM, or equivalent cybersecurity certification
  • DAWIA, FAC-P/PM, or familiarity with DoD acquisition processes

Security Clearance

  • Active DoD Top Secret clearance required
  • Eligibility for SAP and SCI access required (SAP indoctrination highly preferred)
