Summary
Responsible for leading, enhancing, directing, organizing, and monitoring all women's and children's- related activities at CFVHS to facilitate a seamless patient continuum offering cost-efficient and quality services that are competitive in the marketplace. Accountable for assessing, planning, developing, implementing, and executing strategies and tactics of the strategic business unit to achieve optimal financial performance, cost efficiency, business growth, quality performance, clinical superiority, and market leadership. This position encompasses executive, administrative, and management responsibilities related to Women's and Children's services at Cape Fear Valley Health System (CFVHS). The Women and Children Service Line encompasses the care of mother/baby and the family unit pre-natally, intra-partum and post-partum, as well as neonates, infants and children requiring specialized medical intervention, and patients hospitalized for gynecological intervention.Major Job Functions
The following is a summary of the major essential functions of this job. The incumbent may perform other duties, both major and minor, that are not mentioned below. In addition, specific functions may change from time to time:
  • Develop strategic plan for the Women and Children Service Line to ensure quality of care
  • Develop comprehensive, cost-efficient services to meet the needs of patients/customers
  • Provide leadership regarding new technologies and clinical services to enhance competitive edge
  • Facilitate and coordinate multidisciplinary team to execute strategies and tactics for the Women and Children Service Line
  • Serve as participant in committees/teams related to women's and children's services
  • Plan and execute growth and acquisition strategies (e.g. screenings, managed care contracts, etc.)
  • Provide leadership for strategic cost management and clinical pathway development (e.g. decrease length of stay, charges, utilization, and inventory management)
  • Oversee compliance with governmental rules and regulations
  • Analyze clinical and financial information to ensure congruency and identify opportunities for improvement
  • Provide leadership for strategic cost containment concepts
  • Prepare annual Women and Children Service Line budget to support strategic plans including capital and operational budgets, marketing, planning, communication and new services
  • Establish reports for monitoring business indicators and provides monthly report
  • Promote cost-efficient operations and competitive pricing and responds to payers' requests for women's and children's managed care proposals/contracts
  • Develop and execute a performance improvement plan for women's and children's services to evaluate the patient care processes and implements performance improvement strategies
  • Publish periodic report of outcomes (e.g. quality, cost, LOS, case mix, productivity volumes) and present data to designated committees/teams
  • Actively participates in the development and monitoring of quality indicators as set forth by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and the Clinical Performance Improvement Committee (CPIC)
  • Oversee, promote and monitor patient engagement, patient throughput and employee engagement.
  • Promote positive physician relations, practice enhancement and physician involvement in the planning, implementation and evaluation of women's and children's services
  • Develop and execute marketing and promotional strategies that result in business growth and increased awareness and recognition of women's and children's services (e.g. screenings, managed care contracts, physician visits, etc.)
  • Collaborate with physicians to promote research activities that improve quality and/or gain recognition for women's and children's services at CFVHS
  • Provide leadership to monitor patient satisfaction with women's and children's services and takes appropriate action based on results
  • Manage, coach and develop employees into a productive, results-oriented team with a focus upon patients/customer service
  • Other duties as assigned

Minimum Qualifications
The following qualifications, or equivalents, are the minimum requirements necessary to perform the essential functions of this job:
Education and Formal Training:
  • Bachelor of Science Degree in Nursing or relevant clinical field required
  • Master's degree in Health Care Administration, Business, Public Health or Nursing preferred
  • Current Registered Nurse licensure in North Carolina required

Work Experience:
  • 5 years' progressive administrative experience in management position required
  • 1 year women's and children's management experience preferred

Knowledge, Skills, and Abilities Required:
  • Proficiency in reading, writing, and speaking the English language
  • Strong leadership, creativity, high energy
  • Strong knowledge base in service line management, organizational development, managed care strategies, strategic planning, financial analysis, research methodologies, performance improvement
