Salary Range: $101,548.00 To $152,323.00 Annually

The California Endowment is seeking a Government Affairs Manager to join the Government Affairs department. Reporting to the VP of Government Affairs, this hybrid role requires a minimum of two days per week working in person from our Los Angeles office. We are also open to considering candidates based in our Sacramento office for the right candidate.

Position Summary:

The Manager, Government Affairs plays a pivotal role in advancing The California Endowment’s mission. This position is responsible for tracking and analyzing public policy at the state and federal levels while informing and advancing The Endowment’s policy agenda.

Reporting to the VP, Government Affairs, the ideal candidate will translate complex policy issues into actionable strategies, manage a policy-related grant portfolio, and build strong coalitions with community partners and policymakers, in coordination with department leadership.

Key Responsibilities:

Government Affairs & Public Policy

• Contributes to the development and execution of the foundation’s government affairs and policy strategies.
• Monitors, tracks, and analyzes legislative and regulatory proposals impacting health equity, safety net programs, and underserved communities.
• Coordinates and supports meetings and relationships with policymakers, government partners, and grantees.
• Supports planning, execution, and logistics of events, webinars, convenings, learning sessions, and briefings related to policy and government affairs initiatives in collaboration with internal and external teams and partners.
• Synthesizes complex data and research into briefs, memos, talking points, testimonies, presentations, and other materials as needed for both internal and external audiences.
• S tays current on emerging health policy trends, assesses their potential impact on The Endowment’s mission, strategic framework, or grantee partners.
• Cultivates and maintains trust‑based relationships with community organizations, public health officials, policy experts, and legislative staff.
• Partners and collaborates with functions across the enterprise to facilitate cross‑departmental alignment on key policy issues.
• Conducts legislative and policy research to inform and advance The Endowment’s policy priorities.
• Supports coalition building with partners or funders and supports collective actions.

Grantmaking and Beyond the Check Support

• Assists with and manages policy focused grants and contracts, including reviewing proposals, conducting due diligence, monitoring progress, GMS, processing invoices/payments, and budget tracking.
• Develops relationships with partners and serves as a point of contact with grantees and contractors as needed.
• Provides technical assistance and capacity building support to grantees navigating the public policy landscape.
• Collaborates with teams across the enterprise to ensure policy initiatives complement The Endowment’s broader strategies.

Desired Knowledge, Skills & Abilities:

• Demonstrated experience in public/government affairs, policy, advocacy, or government.
• Strong experience in drafting policy materials for internal and external audiences.
• Strong understanding of policy, health systems, and the policy making process and environment.
• Experience with grantmaking and contract management.
• Excellent writing, communication, and analytical skills.
• Excellent organizational and project management skills.
• Attention to detail and ability to manage multiple priorities.
• Ability to translate complex policy issues for diverse audiences.
• Strong interpersonal skills with a track record of building diverse, collaborative coalitions.
• Collaborative, accountable, and comfortable interacting professionally with public officials and community leaders at the local, state, and federal levels.
• Commitment to health equity and experience working alongside historically marginalized communities.
• Minimum 7 years of professional experience in public policy, public affairs, government relations, or advocacy, ideally within a healthcare, public health, nonprofit or philanthropic setting.
• A bachelor’s degree in public policy, public health, health administration, political science or a related field is equivalent to 4 years of relevant experience.
• Understanding of state and federal policy and regulatory functions and frameworks is essential, and familiarity with California policy landscape is highly desirable.

Salary Range:

Target Hiring Range: $102,000 - $127,000

Full Salary Range: $102,000 - $152,000

Compensation offers are determined based on the candidate’s relevant experience, market data, and internal equity. Most offers fall within the target hiring range, with the full salary range reserved to support growth and progression over time in the role.
