Environmental Engineer
Location: This position requires regular onsite support at both ALTIVIA facilities in Crosby and La Porte, Texas.
Job Summary
The Environmental Engineer reports directly to the EHS Manager and is responsible for supporting environmental, health, and safety compliance activities for ALTIVIA’s La Porte and Crosby facilities. This position ensures compliance with federal, state, and local environmental regulations while supporting daily operations related to air emissions, wastewater management, hazardous waste management, permitting, reporting, and environmental stewardship. The Environmental Engineer works closely with operations, maintenance, site leadership, and corporate EHS resources to sustain regulatory compliance and support continuous improvement initiatives.
Job Responsibilities
- Provide environmental compliance support to plant personnel and ensure compliance with applicable environmental, transportation, and safety regulations.
- Prepare and submit environmental reports required by regulatory agencies, including but not limited to DMRs, TSCA, SARA 311/312/313, NPDES, Title V, RCRA, and Risk Management Program (RMP) reporting.
- Serve as a primary point of contact for regulatory agencies and respond to permit inquiries, audits, inspections, and information requests.
- Manage environmental permit applications, renewals, and modifications, including NSR permits, GCA permits, stormwater permits, and other site-specific requirements.
- Coordinate environmental compliance testing activities, including stack testing, boiler RATA testing, stormwater sampling, hazardous waste testing, and fugitive emissions monitoring programs.
- Support and maintain compliance with Responsible Care Management System (RCMS) requirements and associated certification documentation.
- Serve as the primary contact for internal environmental audits and participate in external regulatory and industry audits as required.
- Support Process Safety Management (PSM) activities, including Management of Change (MOC) and Pre-Startup Safety Reviews (PSSR).
- Investigate environmental incidents and serve as the environmental subject matter expert for the Crosby and La Porte facilities.
- Maintain environmental incident records and reporting systems to support compliance, trend analysis, and continuous improvement efforts.
- Participate in Local Emergency Planning Committee (LEPC) and mutual aid activities as needed to support community emergency preparedness.
- Manage emergency response plan submissions and environmental reporting requirements with local authorities.
- Support industrial hygiene exposure assessments, exposure monitoring activities, and maintenance of exposure records.
- Develop, maintain, and update EHS procedures, policies, manuals, and related documentation.
- Develop and maintain EHS training materials and facilitate environmental and regulatory compliance training as needed.
- Maintain records related to training, compliance activities, audits, environmental monitoring, and regulatory reporting.
- Collaborate closely with corporate and site EHS personnel to implement environmental, health, and safety initiatives.
- Maintain effective working relationships with operators, technicians, supervisors, leadership teams, logistics personnel, and corporate stakeholders.
- Manage gas monitoring equipment, calibration activities, and related supplies.
- Coordinate hazardous and non-hazardous waste shipments and ensure proper waste management practices.
- Serve as the site Radiation Safety Officer and maintain compliance with applicable requirements.
- Participate in new product introduction reviews to ensure environmental, health, and safety considerations are addressed.
- Support injury case management and occupational health initiatives.
- Provide guidance and support regarding personal protective equipment (PPE) programs.
- Support product stewardship activities, including regulatory registrations and compliance programs such as REACH.
- Implement and maintain environmental, health, and safety programs required by regulatory agencies, including specialized workplace chemical protection programs.
- Perform additional duties and special projects as assigned.
Requirements amp; Qualifications
- Associate degree in Environmental Engineering, Environmental Science, Chemical Technology, or a related field required.
- Minimum of five (5) years of experience in chemical manufacturing, chemical plant operations, environmental compliance, or a related field.
- Strong knowledge of OSHA regulations, environmental regulations, hazardous material management, and chemical manufacturing operations.
- Experience preparing environmental reports and managing compliance programs.
- Experience supporting regulatory inspections, audits, permit management, and agency interactions.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Demonstrated ability to work independently and effectively with minimal supervision.
- Excellent verbal, written, and interpersonal communication skills.
- Strong analytical, problem-solving, and decision-making skills.
- Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.
- Ability to maintain a high level of accountability, ownership, and safety leadership.
- Ability to adapt to changing priorities while maintaining a sense of urgency and attention to detail.
Preferred Qualifications
- Bachelor’s degree in Environmental Engineering, Environmental Science, Chemical Engineering, or a related field.
- Five (5) or more years of environmental permitting, regulatory compliance, or environmental engineering experience.
- Experience working in Process Safety Management (PSM) regulated facilities.
- Strong knowledge of EPA, TCEQ, and other state environmental regulations.
- Thorough understanding of hazardous waste management and DOT transportation regulations.
- Experience supporting air permitting, wastewater compliance, stormwater compliance, and environmental management systems.
