Description

The Manager, Health & Safety is responsible for supporting the development, implementation, maintenance and continuous improvement of the organization's national occupational health and safety management system. Working closely with the Director, Health & Safety, this position partners with operational leaders across Eastern Canada to ensure regulatory compliance, reduce risk, strengthen safety culture, and improve organizational safety performance.

The Manager provides technical expertise, coaching and strategic support to field operations and branch leadership.  A significant component of this role is to develop a strong and visible presence in the field and building relationships with employees and supervisors, understanding operational challenges firsthand, and verifying the effectiveness of health and safety programs.

This role requires a proactive leader who can influence without direct authority, build strong relationships across multiple locations, and balance operational realities with regulatory compliance.


Task & Responsibilities:

Health & Safety Leadership

  • Support the execution of the organization's national Health & Safety strategy.
  • Promote a positive safety culture aligned with the company's values.
  • Provide leadership on safety initiatives across multiple provinces.
  • Support organizational change management related to safety initiatives.
  • Champion continuous improvement of safety performance.

Health & Safety Management System

  • Work collaboratively with the Health & Safety team to maintain and improve the corporate Health & Safety Management System.
  • Develop, review and update  policies, procedures and safe work practices.
  • Ensure programs remain compliant with provincial and federal legislation.
  • Support COR® certification requirements where applicable.
  • Ensure documentation is standardized nationally.
  • Work collaboratively with Health & Safety team to conduct annual program reviews.

Regulatory Compliance

  • Monitor changes to Canadian occupational health and safety legislation.
  • Conduct compliance assessments and gap analyses.
  • Support branches during Ministry of Labour inspections and regulatory investigations.
  • Coordinate corrective actions resulting from inspections or audits.
  • Ensure required regulatory reporting is completed.

Risk Management

  • Lead hazard identification and risk assessment initiatives for Eastern Canada including Field Level Hazard Analysis.
  • Recommend corrective and preventative actions and track to closure.
  • Support contractor safety management.

Incident Management

  • Conduct incident investigations and root cause analysis along with those involving regulatory agencies.
  • Ensure corrective actions are implemented and verified.
  • Analyze incident trends.

Training & Competency

  • Design, develop, and maintain engaging instructor-led, virtual, and e-learning training programs, presentations, and supporting materials.
  • Facilitate and deliver Health & Safety training sessions for employees, supervisors, managers, and senior leaders across Canada.
  • Coordinate and facilitate orientation programs for new employees and supervisors.
  • Evaluate the effectiveness of training programs through participant feedback, field observations, competency assessments, and performance metrics, and implement improvements where needed.
  •  Monitor changes in legislation and industry best practices to ensure training content remains current and relevant.

Employee Engagement

  • Support Joint Health & Safety Committees across Canada.
  • Assist with committee effectiveness.
  • Promote reporting of hazards and near misses.
  • Support mental health and psychological safety initiatives.
  • Recognize positive safety performance.

Claims Management & Return to Work

  • Support workers' compensation claims management.
  • Assist with return-to-work programs.
  • Collaborate with HR on accommodation initiatives.
  • Monitor claim costs and performance metrics.


Qualifications:

Education

  • Preferred: Bachelor's degree or college diploma in Occupational Health & Safety, or related field

Professional Certifications

Preferred certifications include one or more of:

  • Canadian Registered Safety Professional (CRSP)
  • Certified Health and Safety Consultant (CHSC)
  • National Construction Safety Officer (NCSO)
  • COR Auditor Certification

Experience

Required:

  • 3-5 Years progressive Health & Safety experience
  • Minimum 3 years supporting multi-site operations
  • Construction industry experience
  • Preferred: Multi-jurisdictional regulatory knowledge
