LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Program Manager (PM) will provide comprehensive management to the LEAP Global project team, including the Dexis HQ-based Project Management Unit (PMU), with programmatic and administrative support in the day-to-day operations of program management. The PM will work closely with the Program Associates (PA) and Senior Program Manager(s) (SPM), on a range of project management tasks including, technical expert advisor recruitment, onboarding, and ongoing HR logistical support; administrative management of vendors including agreements and invoicing; supporting procurement processes and documentation; contributing to knowledge management and project filing systems; and assisting with budget tracking and expense monitoring. The PM will provide oversight and coordination of project activities and deliverables, liaise with internal and external stakeholders, and work independently to meet deadlines and achieve project goals.

This position has the option of being based remotely.

Responsibilities

Project management

  • Manages the full lifecycle of LEAP Global project, including contractual compliance, operations, and finances.
  • Supports compliant project administration.
  • Ensures project deliverables are provided on time and tracks and supports project milestones, M&E, and indicators.
  • Ensures compliance in project operations, including procurements, subcontract management, inventory tracking, and supporting the hiring and oversight of Technical Advisors.
  • Helps oversee project operations, including training project teams and serving as a resource for issues that arise.
  • Communicates and coordinates closely with project staff, internal teams, and Dexis support units (e.g., HR, payroll, finance), escalating and resolving questions and problems as appropriate.
  • Proactively identifies and mitigates risks to project implementation and contract compliance and escalates as needed.

Finance

  • Oversees project finances, preparing and approving project expenditures, reviewing monthly invoices for accuracy and compliance, and developing financial reports and forecasts.
  • Maintains project budgets and supports LEAP Global to complete annual budgeting exercises and meet financial targets through careful budget management and long‐term planning.

Personnel management/recruiting

  • In conjunction with project team and local Employers of Record (EORs), supports recruitment, hiring, onboarding and offboarding of project and PMU staff, in compliance with Dexis, client, and local policies and procedures.
  • Serves as the primary administrative POC for 20+ global employees, including managing expense reports, reviewing timesheets, and supporting in the resolution of nuanced HR matters.

Learning and development

  • As applicable, supervises, develops, and evaluates assigned staff, giving regular performance feedback and working with employees to provide opportunities to grow and develop at Dexis.
  • Supports LEAP Global process improvements, and other opportunities for learning and development.
Qualifications
  • Bachelor's degree in international relations, political science, business, finance, or related field.
  • Minimum six (6) years of relevant work experience.
  • Previous experience managing or supporting U.S. Government contracts.
  • Demonstrated experience with financial management, budget tracking, managing projects and tasks.
  • Proficient in Microsoft Office products.
  • Experience managing client relationships, consultants, and staff.
  • Strong understanding of U.S. government compliance, including FAR.
  • Experience working with EORs highly preferred.
  • Experience supporting staffing contracts overseas highly preferred.

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$80,000—$90,000 USD
