Position Summary Information
General Summary
The Talent Development Specialist is a business partner who will support improved organizational and individual performance for WSSC Water. The Specialist is a professional internal consultant focused on assessing needs, developing, initiating, coordinating and implementing education and training solutions, analyzing outcomes, and supporting succession planning and knowledge capture and transfer initiatives.
Essential Functions
  • Performs developmental needs assessments (organizational, business unit, teams) and analyzes results to develop or modify training programs and translates outcomes to solution-based program development
  • Supports the functional manager and Director of Human Resources with succession management and knowledge transfer functions
  • Designs, develops and implements employee development programs and sessions including conducting a variety of training programs, e-learning courses, virtual simulations, assessments and evaluations
  • Selects and designs appropriate content structures and learning methodologies for blended solutions, e-Learning courseware, instructor-led and virtual classroom, video, virtual simulations, and performance support tools
  • Manages program deliverables within budgetary, resource and scheduling requirements against defined project milestones and deadlines
  • Consults with external and internal subject matter experts, developers, and instructional designers on development guidelines and on the selection of learning methods, instruments, and solutions
  • Serves as one of the subject matter experts for the Performance Management Program, providing development and learning support and continuing employee development learning solutions
  • Develops, coordinates and implements effective Performance Management Program education support using effective instruction, engaging materials and technological solutions
  • Develops, coordinates and implements specialized employee development programs in partnership with external educational organizations and with internal development partners to accomplish WSSC Water-wide special project initiatives, to enhance employee engagement and to achieve WSSC Water strategic business objectives
  • Designs, delivers, and assesses Leadership and Management Development training regularly
  • Coordinates new course intake process, schedule instructors and facilities for training classes, monitor participant registration and proactively manages course waitlists. Uploads web-based content into the WSSC Water LMS
  • Defines, maintains, and enforces documented training processes, procedures and practices related to the use and administration of the WSSC Water LMS or all training courses/webinars, including electronic data entry of attendees, scheduling in LMS. Administers/leads project, manages, tracks, and reports ongoing LMS operation, maintenance, usage, and analysis
  • Develops, facilitates and coordinates all new employee orientation and onboarding sessions and related materials, including leading orientation presentations when a presenter is not available
  • Performs all tasks and job functions in compliance with regulatory requirements
Other Functions
  • Evaluates operational issues and, where applicable, recommends developmental solutions
  • Assists with legacy knowledge transfer initiatives
  • Assists in design, implementation and administration of talent development programs
  • Performs as Producer for virtual/online training and presentations
  • Partners with functional training staff to ensure the development of WSSC Water employees to meet business needs, this includes: Competencies, Performance, Standards/Measurements, Development/Learning Plans, and Succession Planning and the effective and efficient delivery of programs and sessions
  • Researches, analyzes and evaluates applicability of outside training resources for possible internal utilization; Maintains a monthly WSSC Water-wide training calendar and master course catalog
  • Creates and runs scheduled and ad-hoc reports, such as monthly course completion, training evaluation metrics, mandatory training compliance, and training surveys
  • Performs other related duties as required

Minimum Education, Experience Requirements
  • Bachelor's degree
  • 5+ years experience as a learning, training and development or organizational development professional, including demonstrated experience in design and delivery of training and education

  • High school diploma or equivalent
  • 9+ years experience as a learning, training and development or organizational development professional, including demonstrated experience in design and delivery of training and education
Additional Requirements
Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter
Preferences
  • Master's degree in Human Resource Management, Instructional Design, or Organizational Development
  • Certification as PHR/SPHR or SHRM-CP/SHRM-SCP
  • Certification as a Certified Professional in Talent Development (CPTD)
  • Certified in recognized learning model/program(s)
Salary $98,920 - $168,429
