WRA is seeking the very best and most talented to join our utility coordination team to help us take on today’s challenges, develop vision solutions, innovate, design, and build the multi-modal infrastructure that transforms the world’s future mobility, safety, and environmental needs.

We are looking for a Utility Coordinator to work in our Austin, Texas office. The position will be responsible for performing and/or directing others in engineering design, coordination, and review for small to medium projects and/or designated segments of larger complex projects in a specific engineering discipline for an assigned functional area.

Responsibilities:

  • Responsible for performing and/or directing others in engineering design, coordination, and review for small to medium projects and/or designated segments of larger complex projects in a specific engineering discipline for an assigned functional area.
  • Identifying and resolving utility conflicts in the most feasible and time sensitive manner
  • Provide cost estimating support and value engineering analysis of complex roadway and utility conflicts
  • Inputting utility information into MicroStation to create utility layouts and plan sheets for design of utility relocation or ability to supervise others to do so
  • Designing and reviewing utility relocation plans to be in compliance with federal state and local laws and regulations. Become well-versed with the interpretation of City of Austin Municipal Utility Code, AULCC Process, TXDOT’s Utility Accommodation Rules, and TXDOT’s Utility Manual
  • Strong communication skills for daily coordination with clients, stakeholders and utility owners to ensure project schedules are met.
  • Acting as a point of contact between TXDOT, utility companies, and other government agencies to explain policies and negotiate agreements.
  • Providing technical assistance, review utility installation permits, and help coordinate the technical work related to utility adjustments and relocations for roadway projects.
  • Identifying potential utility conflicts early in the project lifecycle and develop plans to resolve them, which may involve avoidance, minimization, or accommodation (e.g., relocation).
  • Assisting with calculating payments related to utility adjustments, including betterment ratios, eligibility percentages, and relocation costs.
  • Maintaining accurate and up-to-date electronic documentation and data in systems like TxDOT Connect.
  • Monitor the progress of utility installations, adjustments, and relocations during the construction phase.
  • Project assignments will include researching and obtaining utility record drawings and facilitating Subsurface Utility Engineering (SUE) activities to identify, locate, and coordinate utility conflicts.
  • Interfacing utility owner personnel along with project design and construction personnel to establish roles and responsibilities for utility design, coordination, adjustments, relocations, reimbursements, compliance, and construction activities.
  • Tracking activities through the project life.
  • Performing and coordinating design and constructability reviews related to as built and proposed utilities for projects.
  • Preparing, processing, and maintaining documentation.
  • Monitoring the installation, removal, adjustments, or relocation of utilities.
  • Additional responsibilities may be assigned as needed.

Requirements:

The position requires the application of professional engineering concepts, principles, practices, and methods sufficient to perform a broad range of engineering activities in a variety of work environments. The successful applicant will have the following:

  • Bachelor of Science degree in Civil Engineering from an ABET accredited program
  • Minimum of 5 years of experience with utility design or related work
  • Licensed as Professional Engineer (PE) in the state of Texas or ability to obtain through comity from another state within 6 months of employment
  • Experience with utility design and utility construction methods in accordance with the Utility Accommodation Rules (UAR)
  • Experience with principles of utility coordination and associated terminology
  • Experience reading and interpreting applicable plans, schematics, blueprints, and maps
  • Must have a thorough knowledge of local, State, and Federal requirements related to utility adjustments and relocations, reimbursement processes depending on funding type
  • Must have an understanding of transportation design and construction are essential for job execution.
  • Experience working with MicroStation and/or AutoCAD
  • Must have excellent technical, organizational, and communication skills to effectively interface with utility owner personnel along with project design and construction personnel.
  • Exceptional communication, technical writing, presentation, and organizational skills
  • Experience with Microsoft Office (Word, Excel, Outlook)
  • Positive attitude and willingness to work cooperatively with others
  • Experience with managing complex utility projects
  • Ability to handle multiple assignments
