Job description

Position Summary

The Implementation Manager is responsible for leading the successful startup and execution of workforce operations at Millstone Nuclear Power Station. This position serves as the primary point of coordination between the client, project leadership, recruiting, human resources, safety, payroll, and field operations to ensure all personnel, processes, and systems are in place to support a successful project launch and ongoing operations.

The Implementation Manager oversees mobilization activities, develops standardized processes, ensures compliance with client and regulatory requirements, and drives continuous improvement throughout the project lifecycle.


Essential Responsibilities
  • Lead all implementation and mobilization activities for the Millstone project.
  • Serve as the primary liaison between the client, corporate leadership, and project management during project startup.
  • Develop and execute implementation plans, project schedules, and milestone tracking.
  • Coordinate staffing requirements with Recruiting and Operations to ensure workforce readiness.
  • Oversee employee onboarding, security clearances, badging, training, and site access requirements.
  • Ensure all personnel meet client, regulatory, and company compliance standards before deployment.
  • Develop and implement standard operating procedures (SOPs) for project administration and workforce management.
  • Coordinate with Payroll, Human Resources, Safety, and Benefits to ensure a seamless employee onboarding experience.
  • Monitor workforce metrics, staffing progress, onboarding status, and project readiness.
  • Facilitate implementation meetings and provide regular progress reports to executive leadership and the client.
  • Identify implementation risks and develop mitigation plans to minimize project delays.
  • Coordinate project documentation, reporting, and document control.
  • Support outage planning, workforce mobilization, and demobilization activities.
  • Ensure compliance with all nuclear security, safety, and quality assurance requirements.
  • Lead continuous improvement initiatives to enhance project execution and operational efficiency.
  • Assist with budget tracking and implementation-related expenditures.
  • Perform additional duties as assigned.

QualificationsRequired
  • Bachelor's degree in Business, Construction Management, Project Management, Human Resources, or a related field, or equivalent experience.
  • Minimum of 5 years of experience managing project implementations, mobilization efforts, or workforce operations.
  • Experience supporting industrial construction, power generation, energy, or large-scale infrastructure projects.
  • Strong knowledge of project coordination, workforce planning, and operational processes.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams, and PowerPoint).
  • Excellent leadership, organizational, and communication skills.
  • Ability to manage multiple priorities in a fast-paced project environment.
Preferred
  • Experience supporting nuclear power plant projects or utility construction.
  • Familiarity with nuclear access authorization, badging, and training requirements.
  • Experience with workforce management systems, HRIS, ATS, or ERP platforms (e.g., Arcoro, Procore, UKG, SAP, or similar).
  • Project Management Professional (PMP), Lean Six Sigma, or related certification.
  • Experience working in a union construction environment.

Work Environment
  • Full-time position based at Millstone Nuclear Power Station in Waterford, Connecticut.
  • Combination of office and field-based responsibilities.
  • Occasional extended hours, weekends, and overtime may be required during outages, project startups, or peak mobilization periods.
  • Must successfully complete all client-required background screening, fitness-for-duty requirements, drug testing, and nuclear security clearance.
