January – April, Monday – Saturday & some Sunday’s, 11:00am – 6:00pm


Summary: The Site Manager is responsible for the smooth operation and success of the free tax return preparation program (VITA). The site manager manages the year-round tax site at Guadalupe Community Center, which is a mega site and also manages the elderly tax clinic (TCE) site. This position will assist the VITA Director and often be the primary staff person on site when sites are open. The site manager manages all temporary employees hired to run the tax site. Is also responsible for becoming IRS certified at an advanced level to do federal taxes and have knowledge of tax laws. This position is also responsible for being a certified accepting agent for ITIN (Individual Taxpayer Identification Number).

Position Responsibilities:

  • *This position collaborates with Human Resources on matters concerning recruitment, hiring, verification, training and supervision.
  • * To develop and implement employee development plans for program employees.
  • *Oversee temporary employees hired for year-round tax clinic.
  • *Manage timesheets for VITA Staff. Ensure timesheets are accurate
  • *Manager will become IRS Certified at the advanced tax preparation level annually in order to better assist VITA volunteers during training.
  • *Provide onsite supervision, support and guidance to VITA Staff.
  • *Provide onsite supervision, support and guidance to tax preparation volunteers.
  • *Ensure that adequate volunteer coverage, supplies, forms, & equipment are maintained at tax site.
  • *Monitor volunteers and staff to ensure quality review is being conducted & privacy is maintained.
  • *Support volunteers by answering questions, solving problems, and correcting errors.
  • *Work with volunteers and taxpayers to address returns that the IRS filing center has rejected.
  • Initiates and completes the Intake/Interview Quality Review form with each assigned taxpayer as needed.
  • Reviews all tax information for relevance, accuracy, and completion.
  • Assist with entering client’s information into Charity Tracker.
  • Ensures compliance with federal IRS rules and regulations.
  • Assist with taxpayer request and inquiries.
  • Assist in providing a variety of duties involved in supporting the administrative operations of assigned VITA site.
  • Responsible for transmitting each tax return completed using the Tax Slayer filing system.
  • Periodically review quality assurance outcomes and updates systems in place for quality review and reducing rejection rates of tax returns to ensure the most up to date and accurate information. Conduct necessary and timely follow up as needed.
  • Responsible for ITIN Appointments, ITIN mail out letters and ITIN database.
  • Assist with ITIN applications and renew ITIN Certification annually.
  • Become a Certified Acceptance Agent in order to process W-7 forms for all ITIN (Individual Taxpayer Identification Number) applications.
  • Must be able to work non-traditional hours as needed (evenings and/or weekends are required during VITA season)
  • Must ensure the completion of all required professional development assignments in a timely manner for their direct reports.

  • Adhering to safety training and protocols on a daily basis and taking precautionary measures to ensure the safety and well-being of self, others.
  • Responsible for protecting the confidentiality of any information or material obtained in the service with the organization to include but not limited to client names and information, services rendered to clients, donors names and gifts, internal and external investigations or results of any investigations, and financial information.
  • Adherence to the Code of Conduct and the Faith and Moral policy is mandatory.

Minimum Qualifications:

  • Education
    • High School diploma or GED
  • Experience
    • Minimum of 1 years’ experience in preparing taxes with at least 1 year of experience in TaxSlayer Software and/or customer service experience.
  • License and Credentials
    • Reliable transportation
    • Valid driver license
    • Valid vehicle insurance
    • Bilingual in English and Spanish required

Minimum Knowledge and Skills:

  • Minimum of 3 years’ experience in preparing taxes including basic tax law, and computer skills;
  • Extensive working knowledge of basic tax law, and time management;
  • Experience in managing day to day site operations
  • Experience with computer software and online tax software (i.e., TaxSlayer software preferred);
  • A solid grasp of customer service and professionalism;
  • Must be detail oriented, organized, self-motivated, work well independently and on a team;
  • Must have good written and verbal skills;
  • Must have good critical thinking and problem-solving skills.
  • Bilingual in English and Spanish required
