Job description

This job posting is for a Teya contract at Ft. Belvoir, VA and is primarily for the purposes of contact incumbent onboarding. Current employees of BASOPS Contract at Ft. Belvoir, VA are encouraged to apply; all hiring and onboarding is done electronically.

Position Description:

Serves as the Project Work Order (PWO) Manager for the PWO Office to perform estimates and construction management of general maintenance, repair and minor construction, and new work that exceeds 32 hours of labor or $5000 in the scope of a service order of equipment and buildings. Directly supervises estimators.

Duties and Responsibilities:

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Requires practical skill and knowledge (but not proficiency) in such trades as painting, carpentry, plumbing, masonry, electrical, HVAC, and roads and grounds work.
  • Create cost estimates using RS-Means. Coordinates total estimating effort relevant to a particular bid/project as assigned and provide accurate, thorough and timely cost estimates.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Monitor service order hours and submit requests for conversion from service order to PWO for approval.
  • Prepare and analyze bid documentation for use in selecting vendors or subcontractors.
  • Provides schedule development, technical direction and coordinates internal and subcontracted resources.
  • Perform construction management oversight on projects
  • Ensures in-house personnel and subcontractors perform all tasks in accordance with established safety policies and procedures

Required Qualifications and Experience:

Education and/or Work Experience Requirements:

  • Minimum five years in trades or facility/project management; related experience and/or training; or equivalent combination of education and experience.
  • Seven years of experience working as an estimator. Proficient in RS-Means.

Licenses and Certifications;

  • Will have the 30 Hour OSHA Construction Safety & Health Training Certification
  • RS Means

Knowledge, Skills, Abilities, and Other Characteristics

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Shall possess a working knowledge of planning, assigning, and directing work.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Will also have knowledge and general proficiency in GFEBS, Maximo, MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Experience in O&M to include management of a work force that is responsible for O&M and repair of all facility systems, subsystems, and selected equipment typically found in a Base Operating Services contract.
  • Must be able to read, write, speak, and understand English.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Must be able to pass a company drug screen and background check. Must possess a valid state driver's license and insurable driving record.
