Job description

Summary
This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will provide document management, control and coordination of Chairman's correspondence and tasking requirements to Joint Staff action officers, to provide senior editorial support to the Chairman, to coordinate policy efforts on chairman correspondence to the actions division, and provide administrative and advisory support to the Chairman of the Joint Chiefs of Staff (CJCS).

As a WRITER-EDITOR at the GS-1082-11/12/13 some of your typical work assignments may include:
  • Interacting with senior DoW and non-DoW leaders to develop written, standard correspondence on behalf of the Joint Staff.
  • Collaborating with support staffs, action officers, executive assistants, military secretariats and other offices to develop, write, edit, format, process, design, and prepare written correspondence.
  • Writing, rewriting, reviewing and processing error-free, logical, clear, complete and executive-level correspondence with little-to-no advanced notice.
  • Analyzing and selecting facts drawn from different sources, to include the Enterprise Task Management Software Solutions (ETMS2) tasks management and records retention system to present clear, concise and complete communications.
  • Providing Joint Staff Directorates and action officers with technical advice and assistance necessary to support the CJCS' role as the principal military advisor to the nation's leaders.
  • Establishing, publishing, instructing the staff and enforcing rules governing the preparation, review, and signature of all manner of items processed by the Joint Staff.
  • Assisting in the development of formal training materials, exercises, and curriculum on effective writing, responsive writing, plain writing, and communications for presentation to Joint Staff personnel.
  • Assisting with research, writing, editing and coordinating clear, vivid prose for informational materials designed to communicate the Secretary of Defense, CJCS, VCJCS, DJS, VDJS and other defense leaders' position on a variety of national security topics.

Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
  • Providing management, control and coordination of routine documents and correspondence;
  • Ensuring prepared documents or correspondence are grammatically correct and clearly communicate the desired information;
  • Providing administrative support for the editing and preparation of memorandums, letter or messages;

OR
B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
GS-12: You may qualify at the GS-12 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Providing document management, control and coordination of correspondence and tasking requirements to action officers
  • Providing editorial support to agency leadership by editing sensitive memorandums, letters or messages prior to signature

GS-13: You may qualify at the GS-12 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Providing document management, control and coordination of senior agency leadership correspondence and tasking requirements to action officers
  • Providing senior editorial support to senior agency leadership by editing highly sensitive memorandums, letters or messages prior to signature
  • Providing administrative and advisory support to senior agency leadership

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for the GS-12 or GS-13 grade level.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
