This position is located in the State Office of Delaware/Maryland - Community Programs, USDA-Rural Development (RD). The incumbent of this position serves as an environmental advisor and analyst managing a wide range of source issues to support Rural Development's environmental policies and procedures and review responsibilities.

Duties
Help
- Assists staff and applicants in ensuring timely and proper public involvement and review processes where necessary.
- Prepares and delivers training in appropriate venues (e.g., conferences, training events, webinars, or teleconferences) and posts and maintains training information and guidance documents on web sites.
- As requested from the National Office, transmits specific environmental information and data to support annual reporting requirements.
- Conducts consultation with federally recognized tribes and State Historic Preservation Officers under Section 106 of the National Historic Preservation Act, and determines effect on listed species under Section 7 of the Endangered Species Act.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. TIG must be met by the closing date of this announcement.
For GS-12 level: Applicants must possess one year of specialized experience to at least the next lower grade level or its non-Federal equivalent that demonstrates: experience assuring compliance with the requirements of the National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, Clean Water Act, and/or other applicable statutes, regulations, and executive orders. Experience conducting consultation with federally recognized Tribes and State Historic Preservation Officers under 106 of the National Historic Preservation Act to determine the effect on listed species under Section 7 of the Endangered Species Act. Experience coordinating with staff and/or applicants during early project planning and design activities to ensure the effective integration of environmental considerations in applicant proposals as required by various federal and state statutes and regulations.
There is no substitution of education for experience at the GS-12 level.
