The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties
Help
This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for supporting Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information. Selected candidates will work with data from across the Intelligence Community, Federal Bureau of Investigation, and other sources. Selected candidates will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database, and ensuring the integrity of the data used to populate TIDE with international terrorist identities information. The person in this position is expected to exhibit professional behaviors and help create and maintain a positive, professional, and high-performance workplace.
Develop an understanding of a variety of tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs); incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals by analyzing and exploiting data to build the most comprehensive terrorist identity record available to the USG.
Resolve target identities through the integration of biographic, biometric, contextual, and behavioral information.
Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant issues and incorporate insights and findings into reports.
Identify, gather, and extract Identity Intelligence information and perform relational tracing to determine relationships, patterns, trends, indicators, and warnings that address intelligence gaps.
Plan, identify, and develop strategies to overcome identified gaps and increase efficiencies in data collection or processes. Cultivate and facilitate collaborate with counterparts in other agencies to support the integration of IC-wide terrorism analysis capabilities throughout the USG.
Perform, in-depth all-source research and analysis for specifically defined targets; conduct targeted analysis of known and unknown terrorist personalities, groups, and networks in order to reveal identity attributes for future analytical and watchlisting purposes. Present findings as appropriate via written products, graphic presentations or oral briefings.
Manage, initiate, cultivate, and maintain cooperative and productive relationships with individuals in the US Government (USG), Intelligence Community (IC), and ODNI.
Assist in setting priorities and driving programs to ensure senior Office of the Director of National Intelligence (ODNI) officials are prepared for policy meetings throughout the Intelligence Community (IC) and US Government (USG).

  • A two-year trial period is required for all new permanent appointments to the ODNI.

Ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.

Interpersonal, organizational, and problem-solving skills, including an ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building.

EDUCATION/EXPERIENCE: 3-5 years' experience in a related field or Bachelor's degree in a related field.
Desired Requirements:
Experience working within the TIDE database.
Through interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment; demonstrated success working across organizational lines.
Familiarity with traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems).

SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.
Current federal employees whose current GS grade is lower than the grade of the advertised ODNI position will have pay set at his or her current grade and step.
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
