Job Summary:
This application is for new and reactivating substitutes to register on the county-wide substitute consortium pool for consideration to be hired by Marin county districts as a substitute teacher. Reactivating substitutes typically need to complete requirements 4-6 in the 'Resources' section, complete the Frontline application, upload the required documents to reactivate on the county-wide substitute list, and submit the mandatory employment disclosure. Upon submitting the Frontline application for the county-wide substitute teacher consortium pool, the applicant agrees for the Marin County Office of Education to share the applicant's information with employing school districts. The requirements and resources are provided below. Incomplete application submissions cannot be processed.
Substituting Expectations
General Education substituting involves implementing lesson plans or current work in an elementary, middle, and/or high school setting in a collaborative teaching environment.
Special Education substituting involves providing individualized and small group specialized instruction while serving in a special day class setting to students with mild to moderate support needs or moderate to severe support needs.
Requirements / Qualifications
To register or reactivate on the county-wide substitute list, the requirements on the below list must be met. It's also important to review the supporting materials for each requirement.
  1. Valid, non-expired California Teaching Credential or California Substitute Permit (see below for more information)
  2. Fingerprint background review (live scan forms) for the Commission on Teacher Credentialing (CTC) and the Marin County Office of Education (MCOE)
  3. TB Clearance (within the last 60 days of your application)
  4. Keenan Trainings
  5. Mandatory Employment Disclosure
  6. Completed Frontline application

The following is required to register or reactivate on the county-wide substitute list.
Those reactivating on the county-wide substitute list, typically, need to complete requirements 4 - 6 below.
  1. Qualifying for a substitute permit:
    1. Information on the two types of sub permits
    2. Transcript requirement and where to email your transcripts
    3. Basic Skills Requirement (BSR) for the Prospective Teachers Emergency Substitute Permit
  2. Create your Commission on Teacher Credentialing (CTC) account prior to live scanning, or fingerprinting for CTC.
    1. Click this link for instructions on creating a Commission on Teacher Credentialing (CTC) profile.
      1. DO NOT submit a sub permit application.
        1. The Credentials Analyst will recommend you for the sub permit.
  3. Print and take the below fingerprinting/live scan form(s) to 1005 Northgate Drive, San Rafael (this is the UPS store).
    1. Commission on Teacher Credentialing (CTC) - Form A0281 (Keep this form for your records - do not upload to your Frontline application nor email it.)
    2. Marin County Office of Education (MCOE) - Form A0572 (Keep this form for your records - do not upload to your Frontline application nor email it.)
    3. We have an account at this specific UPS store and will cover the fingerprinting cost(s).
    4. Both forms are required if you are new to working in Education, this is your first permit on the CTC website, and you have not previously been employed by the Marin County Office of Education or registered on the county-wide substitute list.
    5. If you hold a valid, non-expired credential or document on the Commission on Teacher Credentialing's website, do not re-live scan for CTC.
  4. TB Clearance:
    1. Informational document (includes a TB test location).
    2. Your TB clearance must be within the last 60 days.

  6. Mandatory Employment Disclosure:
    1. The Mandatory Employment Disclosure requires each certificated applicant to provide a complete list of previous employment at every school district, county office of education, charter school, state special school and/or private school regardless of the length of service. This includes any part-time and/or substitution work in addition to any full-time employment positions. This is a requirement.
      1. We use Verifent to complete this requirement.

        2. Please note that opening the instructions in the same tab as the application will cause your application to disappear. Please save your current application and then open the Verifent instructions, or open the Verifent instructions in a new tab.

If at any time you're deactivated from the county-wide substitute list, you must reactivate on the county-wide substitute list and re-register with the employing school district(s).
Additional Information:
It is recommended to have the Credentials Analyst recommend you for your sub permit, as the processing time is within 20 business days. If one submits their own sub permit application on the Commission on Teacher Credentialing's website, the processing time is around 55 business days.
Upon submitting an application for the county-wide substitute teacher consortium pool, the applicant agrees for the Marin County Office of Education to share the applicant's information with the employing school districts.
Final Steps:
After we receive your completed application and upon review, you, the applicant, will either be recommended for a substitute permit (if applicable), or your application will move forward for processing and to be added to the county-wide substitute list.
Once you are officially added to the county-wide substitute teacher consortium list, you will receive a registration confirmation email. At this time, you will need to connect and register with the employing school district(s). The substitute rate sheet, which includes district contact information, is available on the MCOE website in the 'Sub Rate Sheet / Registering with the Districts (Employers)' tab.
