Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA). Brownsville, Texas is a city known for its diverse history, tradition, and rich culture. Located in the southernmost region in the beautiful state of Texas, lays Brownsville a rich, tropical oasis bordering the Rio Grande River and near the shores of the Gulf of Mexico. Job Summary:

The Emergency Services Coordinator is responsible for the development and leadership of the project Emergency Services capability to include the Emergency Response Team and associated emergency personnel and operations. The coordinator supervises the Project Emergency Services Specialists, collaborates with other ES&H professionals on execution of the project ES&H program, and reports to the Project ES&H Manager or designee. You will coordinate the development and implementation of site medical plans, protocols, facility requirements, emergency procedures, audits, inspections, quality assurance, and other medical practice management tasks. Your work will promote health, safety, and wellness for on-site employees.

Major Responsibilities:
  • Develops and implements the project's Emergency Services Program, in coordination with other project functional groups and ES&H personnel, per Bechtel and contract requirements
  • Prepares and maintains the project Emergency Preparedness and Response Plan in coordination with the project ES&H Manager, ES&H discipline leads, and appropriate Senior Management.
  • Assures that a notification system for incidents and emergency response is established, and that timely notifications are properly issued and documented.
  • Participates in ES&H risk assessment considering onsite risks, as well as offsite risks to the local community, associated with Bechtel activities and those of its subcontractors.
  • Helps select, develop, and manage the project's Emergency Response Team with the skills to respond to environmental, safety, or health emergencies and incidents.
  • Provides and facilitates training for employees and subcontractors regarding applicable aspects of incident prevention and emergency preparedness and response.
  • Assures inspections and monitoring of emergency response equipment and resources to maintain operational readiness. Assures the development and maintenance of appropriate fire and rescue plans and procedures.
  • Coordinates emergency drills and exercises and formally documents their outcome and opportunities for improvement
Education and Experience Requirements:

Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience

Required Knowledge and Skills:
  • Instructional level experience in: Fire Fighting, High Angle Rope Rescue, Confined Space Rescue, Trench Rescue, Equipment and Machinery
  • Rescue, Hazardous Materials Response Incident, Command Emergency Medical Response
  • Demonstrated experience in the successful development and leadership of an emergency response capability.
  • Thorough knowledge of technical rescue, emergency response strategies, and incident management.
  • Federal Emergency Management Agency (FEMA) Incident Command System and National Incident Management System Courses 100, 200, 300, 400, 700, and 800.
  • Working knowledge of OSHA regulatory standards and NFPA Standards and Guidelines.
  • Experience with Fire Protection and Emergency Response equipment
  • Experience preparing and implementing Emergency Response plans.
  • Ability to research and comprehend organizational and regulatory requirements.
  • Excellent oral and written communication skills.
  • Computer skills for preparing presentations, data management, and report preparation.
  • Analytical skills related to sampling, monitoring, and recordkeeping.
  • Adaptable and able to work outdoors in a field environment under various weather conditions.
  • Ability to support multiple work shifts, as needed, and a wide range of tasks.
  • Valid driver's license

Work requires physical ability for field inspections, including walking on construction sites in extreme heat or humidity, climbing ladders and
scaffolding, working at heights or on uneven surfaces, and entering confined spaces. Must be able to wear assigned PPE (e.g., harness, life vest,
gloves, etc.)
