Job description

At PCL Industrial Services, Inc., we are seeking an Electrical Quality Manager in Abilene, Texas to shape quality across our industrial projects.

Responsibilities
  • Reviews prime contract and subcontract details of specifications and requirements.
  • Ensures that quality activities align with project scope as per the contract terms and conditions.
  • Understands the project specifications and its implications and provides guidance for the project.
  • Ensures that visual examination, witnessing, monitoring, and documentation occur as per project quality and inspection testing plans (ITPs).
  • Develops, implements, and maintains the project quality plan.
  • Reviews work procedures/instructions for quality management execution.
  • Supports and provides quality assurance/quality coordinator (QA/QC) input to task planning.
  • Liaises with clients’ field QA/QC representatives, third‑party testing agencies, and trade partners’ quality personnel.
  • Ensures suppliers and vendors adhere to project specifications, including verification of delivered materials.
  • Oversees audits to ensure adherence to project quality plan/manual and contract document requirements; provides feedback to project and district management.
  • Stays current with industry practices and technologies and seeks new and innovative construction methods and processes; supports communication and implementation within operations and with external partners.
  • Collaborates with project teams to identify areas of risk and develop appropriate mitigation plans.
  • Assists with the delivery of quality management training across the district, as required.
  • Tracks and monitors the effectiveness of the quality program and makes recommendations for continuous improvement.
Qualifications
  • Tradesperson or bachelor’s degree in engineering, construction management, or a related discipline.
  • Regulatory and compliance certifications required based on the field of discipline (e.g., Electrical SCO, Canadian Welding Bureau (CWB) level II or III certification, Certified Welding Inspector (CWI) Level 1, NACE Coatings Inspector Program (CIP) Level II, API 510/570/653).
  • Compliance with ASME Certification, including Appendix 47 for designers and certifying engineers.
  • Strong knowledge of the construction industry and understanding of specifications, drawings, methods, and procedures.
  • Coaches and mentors quality team members on construction inspection skills across a broad range of work scopes.
  • Strong knowledge of various engineering systems, principles, and practices.
  • Strong understanding and interpretation of construction industry codes.
  • Strong ability to monitor project progress to ensure timely inspections.
  • Strong ability to identify quality risks associated with the project(s).
  • Strong ability to interpret plans and specifications.
  • Experience in the development and writing of procedures and manuals.
  • Ability to work independently or in a team environment, with strong interpersonal skills.
  • Experience developing site quality plan.
  • Strong ability to work collaboratively with clients and stakeholders.
