Miami Valley Community Action Partnership (MVCAP) is seeking a knowledgeable and motivated Deputy Weatherization and Housing Services Director to help lead programs that improve housing conditions, increase energy efficiency, and support households throughout the communities we serve.
This is an opportunity for an experienced Weatherization professional to move beyond day-to-day technical work and help shape program operations, develop staff, strengthen compliance, improve processes, and support the overall success of Weatherization and Housing Services.
Working alongside the Weatherization and Housing Services Director, the Deputy Director will provide leadership and operational oversight for the Home Weatherization Assistance Program (HWAP), Utility Programs, and related housing initiatives.
What You'll Do
In this role, you will combine your technical Weatherization knowledge with leadership, program management, and staff development.
Lead & Develop Your Team
You will provide direct supervision and leadership to Energy Auditors, Quality Control Inspectors (QCI), Baseload Inspectors, supervisors, and other assigned program staff.
You'll help employees succeed by:
  • Establishing clear performance and productivity expectations.
  • Providing coaching, feedback, and ongoing support.
  • Conducting performance evaluations and addressing performance concerns when necessary.
  • Identifying training and professional development opportunities.
  • Coordinating technical training, certification refreshers, and cross-training.
  • Supporting leadership development and succession planning within the department.
  • Creating an environment that promotes teamwork, accountability, safety, professionalism, and continuous improvement.
Strengthen Program Quality & Compliance
Your Weatherization expertise will be essential in helping ensure our programs meet applicable DOE, state, funding-source, and agency requirements.
You will:
  • Monitor quality assurance and quality control (QA/QC) processes.
  • Review the work of Energy Auditors, QCI Inspectors, and Baseload Inspectors for technical accuracy and compliance.
  • Support compliance with HWAP, Utility Program, grant, contract, and regulatory requirements.
  • Monitor program files, documentation, reporting requirements, and deadlines.
  • Help prepare the department for monitoring visits, program reviews, fiscal reviews, and audits.
  • Assist with responding to findings and implementing corrective actions.
  • Stay informed of program and regulatory changes and help staff successfully implement new requirements.
Help Drive Program Performance
The Deputy Director plays an important role in keeping programs moving forward and ensuring operational goals are achieved.
Responsibilities include:
  • Monitoring production and performance data.
  • Preparing technical, production, compliance, and operational reports.
  • Supporting program budgets, annual plans, grant applications, and required reporting.
  • Assisting with billing, invoicing, work orders, and production documentation.
  • Coordinating with contractors and program staff to support timely completion of Weatherization services.
  • Reviewing workflows and recommending improvements that increase efficiency, consistency, and accountability.
  • Helping resolve operational and client-service concerns.
  • Maintaining accurate, organized, and audit-ready program records.
Be Part of Department Leadership
This is more than a supervisory position. As the Deputy Weatherization and Housing Services Director, you will be a key member of the department's leadership team.
You will work closely with the Director, Human Resources, agency leadership, program staff, contractors, funding sources, and community partners to support departmental goals and strengthen overall program operations.
The Deputy Director may also represent MVCAP at meetings, trainings, and community events and may act on behalf of the Weatherization and Housing Services Director when assigned or during the Director's absence.
What We're Looking For
We're looking for someone who understands Weatherization and is ready to use that experience to lead people and programs.
Minimum qualifications include:
  • High school diploma or GED.
  • Experience with energy auditing, inspections, program compliance, or related Weatherization functions.
  • Demonstrated experience with NEAT and/or MHEA energy modeling tools.
  • Minimum 6 (six) years experience supervising, leading, or providing oversight to technical staff in a federally funded, regulated, or compliance-driven environment.
  • Strong understanding of Weatherization quality assurance, documentation, compliance, and audit-readiness requirements.
  • Strong organizational, analytical, leadership, and communication skills.
  • Ability to successfully manage multiple priorities, deadlines, employees, and program requirements.
Even Better If You Have
  • Bachelor's degree in Energy Management, Construction Management, Engineering, Environmental Science, or a related field.
  • DOE-approved Quality Control Inspector (QCI) Certification.
  • Energy Auditor certification.
  • Advanced NEAT/MHEA experience.
  • Additional DOE WAP-recognized certifications.
  • Extensive experience with DOE Weatherization Assistance Program (WAP) operations.
  • Experience overseeing QA/QC processes, monitoring reviews, or program audits.
  • Experience with federally funded program budgets, grants, contracts, or reporting.

An equivalent combination of education and substantial documented Weatherization Assistance Program experience may be considered.
