Brief Job Description:
The SAS Developer will support the HHSC Forecasting department by maintaining. enhancing, designing, and developing analytic solutions in SAS Viya and related SAS environments. This role will partner with the Forecasting department and other stakeholders (as needed) to support the end-to-end Forecasting solution in SAS Viya across completion, forecasting, reporting, and dashboarding capabilities. The ideal candidate brings strong SAS development experience, hands-on knowledge of SAS Viya, and the ability to translate business and forecasting requirements into practical technical solutions.
Essential Job Functions (EJFs):
Forecasting Solution Development & Innovation (50 %)
  • Develop, maintain, and optimize SAS programs, workflows, and analytic processes in SAS Viya, including the end-to-end Forecasting solution.
  • Support forecasting-related data preparation, transformation, validation, and automation activities.
  • Create and maintain datasets, stored processes, reports, and dashboards to support forecasting operations.
  • Support model deployment, operationalization, and ongoing maintenance within SAS Viya environments.
  • Collaborate with forecasting teams to translate business requirements into technical specifications and solutions.
  • Integrate, evaluate, and implement new SAS functionalities and features, ensuring seamless adoption, compatibility with existing forecasting processes, and alignment with organizational standards.

Data Operations, Integration & Production Support (20%)
  • Build and maintain batch and scheduled jobs for recurring forecasting and reporting processes.
  • Work with databases and upstream/downstream system owners to integrate SAS solutions with enterprise data sources.
  • Troubleshoot production issues, perform root-cause analysis, and implement sustainable fixes.
  • Monitor system and job performance and recommend improvements for efficiency, scalability, and reliability.
  • Provide end-user and operational support for forecasting applications and SAS-based tools.

Governance, Documentation & Continuous Improvement (30%)
  • Document code, processes, technical specifications, and support procedures.
  • Follow established development standards, change management processes, and data governance requirements.
  • Recommend and implement process, documentation, and governance improvements that enhance operational effectiveness and maintainability.
  • Evaluate emerging SAS capabilities and best practices to support continuous improvement of forecasting and analytics solutions.

Knowledge, Skills and Abilities (KSAs):
Knowledge of SAS programming concepts, including the development, maintenance, and optimization of SAS code in enterprise analytic environments.
Knowledge of SAS Viya, including Visual Analytics, custom steps, process flows, and related tools used to support forecasting and analytical initiatives.
Knowledge of statistical methods, time series data, and univariate forecasting techniques used in SAS, R, and Python.
Knowledge of forecasting solution design, analytic workflow development, and statistical or analytical administration processes.
Knowledge of data quality management, data reconciliation, validation methodologies, and governance practices for reliable analytical reporting.
Skill in coding, testing, debugging, and maintaining programs in SAS, R, and Python to support forecasting, reporting, and analytical functions.
Skill in developing and supporting analytic workflows, forecasting solutions, dashboards, reports, and repeatable production processes within SAS Viya environments.
Skill in building ETL and data integration processes, automating recurring workflows, and working with relational databases using SQL.
Skill in analyzing large, complex datasets and optimizing code, queries, and workflows for performance, efficiency, scalability, and reliability.
Skill in developing and maintaining technical documentation, support procedures, system requirements, and process documentation in accordance with organizational standards and change management practices.
Skill in using Microsoft technologies, including Excel for advanced data analysis and reporting, and Microsoft 365 tools to support collaboration, communication, and data-driven workflows.
Ability to translate forecasting and business requirements into technical specifications, analytic solutions, and maintainable system processes.
Ability to troubleshoot technical issues, conduct root-cause analysis, evaluate alternatives, and implement effective solutions to complex production and analytical problems.
Ability to communicate technical concepts, analytical findings, system requirements, and support needs clearly to technical and non-technical stakeholders.
Registrations, Licensure Requirements or Certifications:
Preferred:
  • SAS Certified Specialist or Professional credentials
  • SAS Viya-related certification
  • Certification in forecasting, analytics, statistics, or data engineering

Initial Screening Criteria:
Bachelor's degree in Computer Science, Information Systems, Statistics, Mathematics, Data Analytics, or related field; equivalent combination of education and experience may be considered.
3+ years of hands-on SAS development experience in a business or enterprise environment.
3+ years of hands-on coding experience in SAS, R, or Python.
1+ years of experience working with SAS Viya
Experience supporting forecasting, planning, finance, risk, supply chain, or other analytics-heavy business functions preferred.
Experience with production support, job scheduling, issue resolution, and operational maintenance.
Experience with forecasting models or support for forecasting teams
Additional Information:
This position will be required to work in-office at the North Austin Complex twice per week.
