Resident Engineer (RE) – Phase III Construction Inspection

Position Summary

Tower Engineering Group, LLC is seeking an experienced Resident Engineer (RE) to oversee Phase III construction engineering and inspection services for roadway, bridge, utility, and transportation infrastructure projects throughout the Chicago metropolitan area. The Resident Engineer will serve as the primary field representative responsible for managing construction inspection staff, ensuring contractor compliance with plans and specifications, coordinating with agency stakeholders, and delivering projects safely, on schedule, and within budget.

This position requires strong knowledge of IDOT, Illinois Tollway, CDOT, and local agency construction practices, excellent communication skills, and demonstrated experience administering transportation infrastructure construction projects.

Key Responsibilities

• Serve as the Resident Engineer for Phase III construction engineering projects.

• Manage and supervise field inspection personnel, technicians, and support staff.

• Administer construction contracts in accordance with IDOT, Illinois Tollway, CDOT, and local agency requirements.

• Review contract plans, specifications, special provisions, and construction schedules.

• Monitor contractor operations to ensure compliance with project requirements, quality standards, and safety regulations.

• Coordinate construction activities with owners, contractors, utility companies, local agencies, and stakeholders.

• Prepare and review daily reports, quantity calculations, pay estimates, change orders, and project documentation.

• Track project progress, identify potential issues, and recommend corrective actions.

• Conduct progress meetings and maintain communication with project stakeholders.

• Review and process Requests for Information (RFIs), shop drawings, and contractor submittals.

• Ensure proper documentation of field changes, force account work, and contract modifications.

• Oversee materials testing and quality assurance activities.

• Verify compliance with environmental permits, traffic control requirements, and safety procedures.

• Assist in project closeout activities, including final inspections and record documentation.

Required Qualifications

• Bachelor’s Degree in Civil Engineering or related field.

• Licensed Professional Engineer (PE) in Illinois or ability to obtain Illinois licensure through reciprocity.

• Minimum 3–5 years of construction engineering and inspection experience on transportation and infrastructure projects.

• Previous experience serving as Resident Engineer on IDOT, Illinois Tollway, CDOT, County, or Municipal projects.

• Strong understanding of IDOT Construction Manual, Standard Specifications, and contract administration procedures.

• Experience managing construction inspection teams and coordinating multiple stakeholders.

• Proficiency with Microsoft Office Suite and construction documentation software.

• Excellent written and verbal communication skills.

• Valid driver's license and ability to travel to project sites throughout the Chicago region.

Preferred Qualifications

• IDOT Documentation of Contract Quantities Certification.

• IDOT Certified Documentation Technician credentials.

• ICC, NICET, or applicable construction inspection certifications.

• Experience with roadway reconstruction, bridge rehabilitation, utility improvements, traffic signal installations, and multi-agency infrastructure projects.

• Familiarity with e-Builder, FieldManager, SiteManager, or similar construction management systems.

Work Environment

• Primarily field-based position with regular presence on active construction sites.

• Ability to work outdoors in varying weather conditions.

• Occasional evening or weekend work may be required to support construction operations.

• Ability to walk construction sites and safely navigate active work zones.
