The Lead Network Engineer serves as the technical subject matter expert responsible for the design, engineering, implementation, and sustainment of CISA's enterprise network infrastructure. This role ensures delivery of secure, scalable, high-performance network solutions across cloud, on-premise, and hybrid environments in support of CISA's mission.
The Lead Network Engineer provides advanced technical leadership, supports enterprise modernization initiatives, and ensures network environments are resilient, interoperable, and compliant with DHS security requirements.
Key Responsibilities
Network Architecture & Design
  • Lead design and engineering of enterprise network infrastructure (WAN, LAN, DNS, wireless, and cloud networking)
  • Develop and maintain network architecture designs and supporting documentation
  • Ensure solutions meet performance, scalability, and security requirements

Engineering & Implementation
  • Engineer, test, and implement network solutions across CISA facilities and cloud environments
  • Support deployment of connectivity to cloud services (e.g., hybrid and multi-cloud architectures)
  • Ensure all implementations meet DHS and CISA security standards

Technical Expertise & Tier 3 Support
  • Provide advanced (Tier 3) troubleshooting and escalation support for network incidents and issues
  • Lead root cause analysis and resolution of complex network problems
  • Provide expert technical guidance to engineering teams and Government stakeholders

Infrastructure Operations & Optimization
  • Maintain the integrity and performance of enterprise network systems
  • Support monitoring, capacity planning, and performance optimization
  • Ensure network reliability, availability, and resilience across environments

Configuration & Change Management
  • Develop and implement network-related Change Requests (CRs) and documentation
  • Support configuration management processes and review gates
  • Coordinate with stakeholders for approvals, implementation, and communication

Testing & Integration
  • Conduct testing of hardware, software, and network solutions prior to production deployment
  • Develop and execute test plans and validate system performance and integration
  • Produce test reports and support implementation plans

Security & Compliance
  • Implement and maintain network security controls in accordance with DHS policies and NIST standards
  • Support vulnerability management, patching, and system hardening
  • Ensure compliance with federal security requirements and operational standards

Required Qualifications
Education
  • Bachelor's degree in Engineering, Computer Science, Information Systems, or related field
  • Additional experience may substitute for formal education (per Government guidance)

Experience
  • Minimum 10 years of experience in network engineering and design
  • Demonstrated experience with enterprise network infrastructure and large-scale environments
  • Experience supporting federal IT systems and mission-critical operations

Desired Qualifications
  • Experience with cloud networking (AWS, Azure, hybrid cloud environments)
  • Familiarity with DHS/CISA network environments and security requirements
  • Experience integrating identity, access management, and enterprise services
  • Relevant technical certifications (e.g., CCNP, CCIE, CISSP)
