Duties Summary: The primary purpose of this position is to Plan and coordinate all deployments of joint space capabilities (manpower and systems), provided to Geographic Combatant Commands (GCC) for operations. Provide guidance oversight and facilitation over all subordinate Joint Operation Planning and Execution System (JOPES) operators; control access and management of USSPACECOM operational plans; set permissions for subordinate JOPES operators; and develop supplemental letters of instruction to all members of the JPEC as to how to deploy, employ, and redeploy USSPACECOM capabilities. DUTIES: * Plans, organizes, and oversees the command's JOPES operational activities as the Functional Manager for CDRUSSPACECOM. * Serves as JOPES / Time-Phased Force Deployment Data (TPFDD) Program Coordinator. * Manages command-level operational planning requirements and implements operating policies and procedures for USSPACECOM supporting operational TPFDD plans Requirements Conditions of employment * U.S. Citizenship is required * Males must be registered for Selective Service, see Legal and Regulatory Guidance * If authorized, PCS will be paid IAW JTR and AF Regulations. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. * This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. * Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include comprehensive knowledge of DoD military command structure, mission, and relationship factors to make recommendations that influences the development, interpretation, and execution of DoD operations and exercise planning. Knowledge of the roles and organization of the Services, Combatant Commands (CCMDs), and DoD agencies as they apply to crises and consequence management. Knowledge of DoD security policies and procedures. Extensive knowledge of U.S. National Policy (i.e. National Security Strategy, National Defense Strategy, National Military Strategy, Unified Command Plan, Guidance for the Employment of the Force, Joint Strategic Capabilities Plan, Guidance for the Development of the Force, Global Force Management Allocation Plan, Global Force Management Implementation Guidance and other applicable national plans and policy documents) as well as security issues and an understanding of military forces capabilities and functions to develop operations orders and crisis action plans; including knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, and other missions. Expert knowledge of policy, procedures, processes, and information flow associated with Joint Operation Planning and Execution System (JOPES)/Joint Planning and Execution Services (JPES) on behalf of CDRUSSPACECOM. Knowledge of joint and service operational planning, budgeting, evaluations processes, management procedures, software, and hardware for Global Force Management (GFM) and JOPES IT systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DoD military command structure, mission, and relationship factors to make recommendations that influences the development, interpretation, and execution of DoD operations and exercise planning. Knowledge of joint and service operational planning, budgeting, evaluations processes, management procedures, software, and hardware for GFM and JOPES IT systems. * Skill in deployment and distribution tactics, techniques, and procedures to effectively oversee planning & integration of joint forces including project development and execution, training, and advisory services. * Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management. * Exceptional ability to solve broad organizational issues, implement strategic plans within and across organizational components, and ensure a cooperative teamwork environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Education This job does not have an education qualification requirement. Additional information This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13. "Salary Range: This is an NH-03 position with full salary potential within that band, however the initial salary range offered for this position will be $91,870.00 to $142,022.00 which includes locality pay percentage, unless statutory or regulatory rules prevail. Follow on salary increases based on contribution MAY be earned within the full salary of the NH-03 pay band".
