Entarian is seeking a highly experienced and strategic pricing professional to support complex federal government contracting opportunities across the full business development lifecycle. This role will serve as a key contributor to competitive pricing strategy, proposal development, financial analysis, and executive decision support for strategic captures and proposal efforts. The ideal candidate possesses deep expertise in U.S. Federal Government contracting, FAR/DFARS-compliant pricing practices, cost proposal development, and strategic business operations. This individual must be capable of operating independently in a fast-paced environment while partnering closely with Capture, Contracts, Finance, Proposal Operations, and Executive Leadership teams. This position is designed for a highly analytical professional with extensive experience supporting complex government services proposals, pricing operations, and strategic financial initiatives. Candidates with extensive experience supporting Government Contracting pricing operations, strategic proposal development, complex financial analysis, and program financial oversight environments will be strongly preferred.
Main responsibilities include:
- Lead development of compliant and competitive pricing volumes for Federal Government proposals, including FFP, T&M, CPFF, CPAF, and hybrid contract types.
- Develop detailed cost models, pricing strategies, labor category mappings, wrap rate structures, and basis of estimate (BOE) documentation.
- Perform pricing analysis utilizing salary surveys, historical actuals, market intelligence, incumbent analysis, and competitive positioning data.
- Support proposal activities from pre-RFP through submission, including ROMs, Black Hat reviews, pricing strategy sessions, gate reviews, and executive reviews.
- Analyze solicitation requirements including Sections L & M, pricing instructions, contract types, labor qualifications, staffing assumptions, and evaluation methodologies.
- Coordinate closely with Capture Managers, Proposal Managers, Contracts, HR, Talent Acquisition, Program Managers, and operational leadership.
- Prepare pricing narratives, assumptions, risks, escalation methodologies, indirect rate applications, and supporting documentation for audit readiness.
- Support subcontractor pricing integration, cost reasonableness reviews, proposal compliance activities, and cost volume consolidations.
- Participate in strategic pricing initiatives involving competitive positioning, profitability analysis, labor optimization, and business growth objectives.
- Assist in development and enhancement of pricing tools, templates, estimating methodologies, and internal pricing processes.
- Provide financial and pricing support for task orders, GWACs, IDIQs, BPAs, and large-scale Federal opportunities.
- Support transition pricing, staffing ramp modeling, and operational startup planning for awarded programs.
Location: Will report to Tysons Corner office with approximately 1/day per week in office.
Salary Range: $170,000 - 180,000/year
- MBA, Finance, Accounting, Business Administration, Project Management, or related field preferred.
- Minimum 15+ years of progressive experience in Federal Government contracting pricing, finance, or cost proposal development.
- Demonstrated experience supporting complex Federal proposals across civilian and/or defense agencies.
- Strong understanding of FAR, DFARS, CAS, and Federal procurement regulations.
- Experience developing compliant pricing submissions for major competitive procurements.
- Advanced proficiency in Microsoft Excel, including complex pricing models, rate calculations, scenario analysis, and financial forecasting.
- Experience working with indirect rates, wrap rates, escalation methodologies, labor pricing strategies, and revenue forecasting.
- Strong analytical, organizational, and communication skills with exceptional attention to detail.
- Ability to work independently while managing multiple priorities under tight deadlines.
- Experience collaborating with executive leadership and cross-functional proposal teams.
- Must be able to provide proof of U.S. citizenship; Must be able to obtain a government clearance if needed.
- Must be able to work a flexible schedule which may include evenings and weekends when required.
- Experience supporting large-scale Federal services contracts and strategic pursuits.
- Familiarity with DCAA-compliant estimating practices and audit support activities.
- Experience supporting project controls, program financial management, budgeting, burn-rate analysis, variance reporting, EAC forecasting, or operational financial oversight functions.
- Experience with pricing tools, government cost estimating systems, project financial reporting systems, and proposal automation environments.
- Understanding of Federal labor market analysis and compensation benchmarking methodologies.
- Background supporting strategic pricing operations in a high-growth government contractor environment.
- Experience mentoring junior pricing analysts, financial analysts, or project control personnel.
- Experience supporting program startup, transition planning, and operational financial reporting.
