Job description

DEFINITION Under general direction, plans, organizes, administers, and evaluates the City's digital media and communications programs and services; directs the development and implementation of strategic digital communications, branding, and public engagement initiatives across multiple platforms; manages program operations, staffing, and resource allocation to support organizational priorities; provides high-level consultation and support to executive leadership; coordinates activities with other departments, public agencies, and community partners; and performs related duties as assigned. SUPERVISION EXERCISED Receives general direction from assigned management personnel. Exercises direct supervision over professional, technical, and administrative support staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Plans, directs, and administers a comprehensive digital media and communications program that supports organizational goals, public engagement, and brand consistency across all platforms. Directs the development, integration, and dissemination of digital communications strategies, including web, social media, video, and emerging media platforms. Oversees the management and continuous improvement of the City's digital presence, including website governance, content standards, accessibility, functionality, and security compliance.

Prepares and administers the division budget; monitors expenditures; allocates resources to support program priorities; develops recommendations for staffing, technology, and capital needs. Provides leadership and direction to professional, technical, and support staff; establishes work plans; assigns and evaluates work; ensures alignment with departmental and organizational objectives. Oversees development and implementation of communication standards, editorial calendars, and content governance processes to ensure consistency and alignment with organizational messaging.

Directs the planning and execution of integrated digital campaigns, including development of messaging, branding, analytics, and performance evaluation metrics. Establishes and maintains analytics and reporting frameworks to assess the effectiveness of digital initiatives and inform strategic decision-making. Represents the division in interactions with executive management, City departments, community organizations, and external agencies; fosters collaborative partnerships to support program objectives.

Provides strategic consultation to executive leadership on digital media trends, technologies, and communication strategies impacting organizational priorities. Ensures compliance with applicable laws, regulations, policies, and risk management standards related to digital communications and public information. OTHER JOB RELATED DUTIES Performs related duties and responsibilities as assigned.

JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Principles and practices of public sector administration, including program planning, evaluation, and performance management. Budget development, administration, and resource allocation within a public agency environment. Strategic communications planning, including digital media, branding, public engagement, and content strategy.

Digital platforms, including website architecture, content management systems, social media, and analytics tools. Organizational leadership and management practices, including supervision, team development, and performance evaluation. Applicable federal, state, and local laws, codes, and regulations.

Methods for evaluating program effectiveness and implementing service delivery improvements. Principles of project management and cross-functional coordination. Skill to: Operate modern office equipment including computer equipment and software.

Operate a motor vehicle safely. Ability to: Plan, organize, and direct a comprehensive digital media and communications program aligned with organizational objectives. Develop and implement long-range strategies and operational plans.

Manage financial and personnel resources effectively. Analyze complex issues, evaluate alternatives, and implement appropriate solutions. Direct and evaluate the work of supervisory, professional, and technical staff.

Communicate effectively in both written and oral forms, including preparation of reports and presentations. Build and maintain effective working relationships with stakeholders, including executives, departments, and external partners. Interpret and apply policies, procedures, laws, and regulations.

Lead change initiatives and implement continuous improvement strategies. Use English effectively to communicate in person, over the telephone, and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural and legal guidelines.

Establish, maintain, and foster positive and harmonious working relationships with those contacted during work. MINIMUM QUALIFICATIONS Experience: Six (6) years of increasingly responsible experience in digital communications, marketing, public information, or a related field, with at least three (3) years of supervisory experience. Training: Bachelor's degree from an accredited college or university in communications, marketing, public relations, or a related field.

License or Certificate: Possession of an appropriate, valid driver's license and insurability at regular rates for the City's automobile insurance, to be maintained throughout employment. Special Requirements: Essential duties require the following physical skills and work environment: Ability to work in a standard office environment; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 50 lbs.; exposure to mechanical hazards and electrical hazards; ability to travel to different sites and locations.
