Job Role Summary

The Data Analyst Tier 2 will be a part of the Data Governance team and report to the Data Governance Supervisor. This role focuses on analyzing data and extracting insights to support business decision-making while implementing and maintaining our data governance strategy. The Data Analyst ensures data quality, compliance, and security, fostering a culture of data stewardship across the organization.

A Day in the Life: In this dynamic role, you will collaborate with cross-functional teams to perform data analysis, create visualizations, and facilitate the development of key performance indicators (KPIs). Your day may involve meeting with stakeholders to understand their data needs, conducting analyses to identify trends, and presenting your findings in transparent, accessible formats. 
 

Essential Duties

Data Governance Strategy: 10%

  • Execute and align the data governance strategy with organizational objectives and best practices. 
  • Proactively recommend improvements to the data governance program.  

Data Compliance: 10%

  • Adhere to data privacy regulations (e.g., HIPAA), define access policies, and optimize data workflows. 

Data Visualization and Reporting: 15%

  • Apply statistical methods to identify trends and create visual representations of data through dashboards and reports for non-technical stakeholders. 

Data Modeling and Transformation:10%

  • Create data models to define the structure and relationships within data from diverse source systems for analysis. 

Collaboration and Support 15%

  • Meet with end users to discuss requests and provide guidance on measuring their KPIs. 
  • Collaborate with business units and IT teams to foster a culture of data ownership. 

Data Quality Assurance: 10%

  • Implement standards and procedures to ensure data assets' accuracy, consistency, and reliability. 

Mentorship:10%

  • Provide guidance, advice, feedback, and support to the Data Analytics group.
Associated Job Duties
  • Data Compliance: Ensure adherence to data privacy regulations, such as HIPAA or other relevant standards; define access policies, optimize data-related workflows, and establish data protection mechanisms.
  • Develop and organize plans to lead a project but with limited experience
  • Follows documented change control procedures when implementing solutions.
  • Break down technical information to non-technical users, lead meetings among peers, and easily discuss analysis findings.
  • Ensures compliance with established HHC/MCPHD standards and policies.
  • Applies data stewardship principles while developing reports
  • Performs other duties as assigned.
Qualifications

Data Analytics, Data Science, or other similar degree. 
and Four or more years of demonstrated experience as a data analyst, preferably in one of these areas: environmental health, public health, or healthcare 
or any combination of education and experience that would provide an equivalent background.
Experience with financial systems or healthcare-related revenue cycle management
Experience in data forecasting and modeling

Licenses/Certifications Required
  • SQL and/or Oracle, relational databases, schemas certificate or similar.
  • Analytics software Power BI, Fabric, Tableau, SAP Analytics Cloud, or other business intelligence tools Certificate.
  • Experience with data governance and data stewardship projects is preferred.
Knowledge, Skills & Abilities
  • Ability to lead meetings with users of varying technical and data understanding.
  • Demonstrates strong communication and interpersonal skills.
  • Ability to probe for information about the underlying needs for a report request.
  • Ability to analyze data and assist with identifying ways to measure key performance indicators.
  • Demonstrates knowledge and skill with business intelligence software and promotes continued learning.
  • Serves as a resource for the applications and with IS team members across applications.
  • Ability to manage and prioritize multiple projects simultaneously.
  • Ability and willingness to learn new content areas and new skills quickly.
