6/5/26Job Duties:Position Overview:The City of Virginia Beach is seeking a highly skilled and dynamic Multimedia Communications Specialist II to join our team. This role places a strong emphasis on live streaming, with responsibilities including the planning, execution, and management of live video broadcasts and multimedia projects. The ideal candidate will have extensive experience in live video production, particularly with online streaming platforms like YouTube and Facebook, and a strong technical background in troubleshooting live streaming issues. Expertise in field production, crew coordination, and editing is also essential. The successful candidate will have excellent problem-solving abilities, a keen attention to detail, and a creative approach to live production challenges.
Projects & Responsibilities Include:- Live events and public meetings
- Training and instructional videos
- Messages from City officials
- Long-format programming and feature content
- Ceremonies, holiday events, and special programming
- OTT/broadcast channel content and streaming logistics
Key Responsibilities:- Complete Project Management: Plan, produce, and manage all aspects of video and multimedia production, from initial concept through final editing and distribution.
- Live Video Broadcasting: Set up and operate live video broadcasts on platforms like YouTube and Facebook, ensuring smooth operations and high-quality output.
- Pre-production & Planning: Coordinate pre-production tasks, including scheduling and location scouting.
- Technical Operation & Troubleshooting:Oversee the technical operation of video and multimedia equipment (including cameras, audio mixers, editing software, and switchers) and resolve any technical issues during live streams or field productions.
- Field & Studio Production: Direct live productions with multiple camera setups, both in-studio and on-location, including in a mobile production truck for remote shoots.
- City Broadcast/OTT Channel Programming: Program and manage content for city broadcast and OTT channels through master control systems like Cablecast Web interface.
- Creative Recommendations: Provide input on animations, graphics, and music selections to enhance the effectiveness of each project.
- Collaboration & Training: Work closely with City staff and external agencies to create the best product possible within time and resource constraints. Train and assist staff on multimedia equipment use and production techniques.
- Emergency and Weather Response: Assume "ALPHA" status and be prepared to respond quickly in the event of emergencies or inclement weather.
- Flexibility & Availability: Be available to work flexible hours, including nights, weekends, holidays, and especially Tuesday evenings for public meetings as required by live production schedules.

Minimum Requirements:MINIMUMS: Requires any combination of education (above the high school level) and/or experience and training equivalent to six (6) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as television producer, production manager, video specialist. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be able to work rotating shifts (days/evenings/midnights) including weekends and holidays and be available to work overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status.

Preferences:- Demonstrated experience developing and producing video content that communicates municipal programs, services, events, or community initiatives through clear and engaging visual storytelling.
- FAA Part 107 Remote Pilot Certificate.
- Experience in customer service and collaborating with multiple stakeholders.
- Experience with media equipment management and technical responsibility.
- Experience creating and working with motion graphics and animation.
- Experience with social media video production and working with different social media platforms.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
