Our innovative solutions are designed to streamline processes, enhance efficiency, and improve the delivery of government services to the public. At Catalis, we are committed to leveraging technology to make government interactions simpler, faster, and more accessible.

The Opportunity

The Digital Content Manager drives top-of-funnel growth through a combination of content strategy, search visibility, and conversion optimization. This role leverages AI-assisted content workflows and data-driven insights to scale high-performing content that attracts, engages, and converts public-sector audiences.

As the owner of the company website, this individual ensures content accuracy, compliance, and a high-performing user experience, partnering closely with a technical web developer contractor to implement enhancements and optimizations.

This role is critical to supporting B2G go-to-market (GTM) initiatives, long buying cycles, and vertical-specific strategies.

Content Strategy & Planning

  • Own and evolve the content strategy aligned to business goals, vertical priorities, and GTM initiatives
  • Develop and manage the editorial calendar across blogs, website, social, press releases, and campaign content
  • Partner with Vertical Marketing Leads to translate positioning, use cases, and launches into audience-ready content
  • Align content priorities with Demand Generation and Sales needs across long, multi-touch government buying cycles
  • Leverage AI tools to identify content gaps, trends (e.g., funding priorities, policy shifts), and scale content production

Content Creation & Thought Leadership

  • Own the company blog, including topic ideation, writing, editing, and publishing
  • Develop thought leadership content around government trends, compliance, policy impacts, and mission outcomes
  • Balance AI-assisted content creation with strong editorial oversight
  • Collaborate with internal SMEs (product, sales, customer success) and external contributors
  • Ensure consistent voice, tone, and alignment with brand and public-sector expectations

Website Ownership & Experience Optimization

  • Serve as the business owner of the company website (content, structure, UX, performance)
  • Own core website content including solution pages, vertical pages, use-case pages, and resource hubs
  • Ensure content reflects current product messaging and positioning
  • Define and prioritize the website roadmap
  • Partner with a technical web developer contractor to:
  • Implement updates and enhancements
  • Improve UX, page speed, and technical SEO

Search Visibility (SEO, AEO, GEO)

  • Own strategy for discoverability across SEO, AEO and GEO
  • Conduct keyword research and optimize content for government search intent and buyer questions
  • Use AI and SEO tools to:

  • Cluster topics and optimize content structure
  • Continuously improve rankings, click-through rates, and organic traffic
  • Partner with technical resources to ensure best practices in:
  • Site speed
  • Mobile optimization
  • Crawlability and indexing

Conversion Rate Optimization (CRO)

  • Own content and website conversion performance, not just traffic
  • Design and execute A/B tests and experiments (headlines, CTAs, landing pages, layouts)
  • Optimize user journeys to improve:
  • Lead capture
  • Engagement
  • Funnel progression
  • Identify friction points and continuously improve conversion paths
  • Align with Demand Gen and Sales on conversion goals and funnel performance

Content Governance & Quality

  • Maintain editorial standards, brand voice, and tone consistency across all channels
  • Ensure all content meets accuracy, compliance, and clarity standards for public-sector audiences
  • Establish scalable workflows combining AI efficiency with human review
  • Measure content performance and provide insights to continually refine strategy

Analytics & Continuous Optimization

  • Track and analyze performance across content, SEO, website, and conversion metrics
  • Use tools such as Google Analytics, Search Console, heatmaps, SEO platforms, and AI analytics tools
  • Translate insights into a continuous experimentation and optimization roadmap
