Software Developer/Web Master Expert

HOW A SOFTWARE DEVELOPER/WEB MASTER EXPERT WILL MAKE AN IMPACT

This effort provides Analytical Support Services to the U.S. Army Counterintelligence (CI), Counterterrorism (CT), and Human Intelligence (HUMINT) enterprise, supporting the United States Army Counterintelligence Command (USACIC), its subordinate commands, and associated activities. The Software Developer/Web Master Expert provides advanced data analytics, software development, cloud engineering, and web management support to intelligence community stakeholders. This position develops, maintains, and deploys analytical products, web-based tools, and cloud architectures in support of mission-critical Counterintelligence (CI) and intelligence operations. Requires expertise in data science, AWS cloud services, web development, and classified network operations.

PRIMARY RESPONSIBILITIES:

  • Conduct data analytics, data engineering, data mining, exploratory analysis, predictive modeling, and statistical analysis
  • Use scientific and analytical techniques to correlate data into written, graphical, visual, and verbal narrative products for decision support
  • Retrieve and analyze data from multiple sources to build AI/ML tools that automate processes, identify trends, and enhance mission outcomes
  • Develop ML-based tools including automated scoring systems
  • Perform statistical modeling, apply data mining algorithms, and build highquality predictive systems
  • Utilize major data science languages (Python, R, SQL) for merging, managing, and analyzing disparate datasets
  • Lead the migration of systems from traditional servers to AWS, ensuring minimal downtime, seamless integration, and cost optimization
  • Design and implement secure, scalable cloud architectures using AWS
  • Apply knowledge of AWS services, including IAM, EC2, Lambda, API Gateway, VPC, subnets, NACLs, Security Groups, RDS, CloudFormation, ELB, and Auto Scaling
  • Use IAM to create and manage users, roles, and groups while enforcing leastprivilege principles
  • Develop automation scripts using Python and boto3
  • Implement automated monitoring and remediation using EventBridge, CloudWatch, CloudTrail, Lambda, Trusted Advisor, Config, and Security Hub
  • Perform web-based database design, implementation, and maintenance for the CI Common Operating Picture (COP) and intelligence web pages
  • Create software configuration documents, user guides, and provide oneonone technical consultation to branch chiefs and senior analysts
  • Update and maintain classified intelligence websites and associated systems
  • Post data, respond to RFIs, RFAs, and RFPs, and track classified request statuses with weekly reporting
  • Coordinate with internal and external IT service providers to maintain and improve classified and unclassified web platforms

Required Qualifications:

  • Security Clearance: Active TS/SCI with a favorable polygraph
  • US Citizenship Required
  • Education/Experience: Masters and 20 yrs relevant experience; Bachelors and 22 yrs relevant experience; Associates and 24 yrs relevant experience; High School degree and 30 yrs relevant experience. At least a portion of the experience within the last 2 years.
  • 5 years experience in website coding, basic graphics techniques, SQL, HTML, XML, Java, Java Applets, and JavaScript
  • Certifications: Must meet DoD IAT Level II certification requirements (e.g., Security+ CE) and AWS Certified Solutions Architect - Associate (minimum required)

PREFERRED QUALIFICATIONS:

  • Advanced expertise in data analytics, data engineering, data mining, statistical analysis, and predictive modeling using Python, R, and SQL
  • Proven experience developing AI/ML tools and automation scripts
  • Skilled in data visualization using Power BI or Tableau
  • Demonstrated ability to integrate and manage large, disparate MultiINT datasets
  • Expert-level proficiency in AWS cloud architecture, migration, and administration (IAM, EC2, Lambda, VPC, RDS, CloudFormation, monitoring tools)
  • Ability to automate cloud processes using Python and boto3, with strong understanding of cost optimization and security best practices

The likely salary range for this position is $164,382 - $204,700. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
