  • A fluent command of dynamic programming languages such as Javascript, PHP and HTML 5. Additionally, an up-to-date understanding of modern and ever-changing programming languages.
  • The ability to design a website meant to house and process large volumes of information and in a wide variety of formats
  • The ability to design a website for a regulatory state agency that deals with large volumes of confidential information
  • The ability to design a website that will respond appropriately across all browsers and devices including but not limited to: desktop, laptop, tablet and mobile
  • Fluent command of meta data best practices including but not limited to: meta descriptions, meta keywords, Google Analytics and various other search engine algorythms.
  • The ability to design a website meant to be maintained by multiple users who will all be editing the site simultaneously. Administrative users must have the ability to delegate editing tasks to other users with lower privilages, and the ability to create users with a wide range of privilages.
  • The ability to design a website meant to be maintained by various users who may not be familiar with traditional programming languages. This would include a fluent understanding of various Content Management Systems such as WordPress, Joomla or Drupal.
  • The ability to design a website that can support multiple daily backups to run either as a chron job or manually. Additionally, the ability to export or download content after it has been uploaded.
  • The ability to design a website that is integrated with Google Analytics or another analytics providor in order to measure public and practitioner usage.

The project must achieve the following:

  • provide consistent template across all agency boards and programs
  • adhere to VITA's web standards and requirements
  • adhere to accessibility standards
  • utilize a CMS that supports multiple users
  • The primary services required for the successful implementation of this project include:
  • The development of a new website that is based on a template provided by AUTHORIZED USER, adheres to VITA's web standards and requirements, and features an intuitive CMS for making content edits.
  • The transition from one website to another at the domain www.dhp.virginia.gov
  • Training for board and program staff on using the chosen CMS
  • (If needed) Training for the agency's Data division on best practices regarding server-side configuration, database management and security protocols.
  • Word Press or Drupal content management systems (CMS) in a windows environment with Microsoft SQL Server databases.
  • The Designer would need some experience with configuration of a CMS. They will also need experience designing and deploying web sites that meets Virginia's Web Site standards and IT accessibility standards. They should have some experience creating pages that access a database for dynamic content pages.
