Job Description:

The Statewide Eligibility Operations Administrator is responsible for the administration, oversight, and coordination of Nebraska's integrated eligibility operations for Medicaid and Economic Assistance programs. This position provides leadership and direction for statewide eligibility operations, Customer Service Centers, workforce management, performance improvement, and operational initiatives through administrators and managers.
The Administrator ensures the consistent and efficient delivery of services, promotes a customer-focused approach, and maintains compliance with federal and state requirements. Working collaboratively with agency leadership, policy teams, and operational partners, this position advances service delivery improvements, implements organizational change, and supports modernization initiatives.
This role oversees a large and complex operation consisting of multiple regional offices, Customer Service Centers, and approximately 750-900 eligibility staff statewide. Responsibilities include establishing operational priorities, monitoring performance, developing leaders, and fostering a culture of accountability, collaboration, innovation, and continuous improvement to ensure quality service and positive outcomes for Nebraskans.


Location: This position is available statewide, with work location determined based on the selected candidate and business needs.
Travel: This position requires regular statewide travel to DHHS offices, Customer Service Centers, and other operational locations to support staff, oversee operations, and collaborate with stakeholders.

Examples of Work:

  • Directs statewide eligibility operations for Medicaid (MAGI, Non-MAGI, AABD, PAS, and Long-Term Care), SNAP, ADC, Child Care Subsidy, LIHEAP, and other assigned public assistance programs.

  • Establishes operational goals, service standards, and performance expectations and monitors outcomes.

  • Supervises and develops administrators and operational managers.

  • Coordinates workload distribution and staffing to maximize service delivery and customer outcomes.

  • Implements operational improvements, technology initiatives, and process changes.

  • Analyzes performance data and develops recommendations to improve efficiency, timeliness, and customer service.

  • Ensures compliance with federal and state requirements and supports quality assurance, audit, and corrective action activities.

  • Monitors program integrity and performance measures, including maintaining the SNAP Payment Error Rate below federal performance thresholds

  • Collaborates with agency leadership and program partners to achieve organizational objectives.


Requirements/Qualifications

Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications:

  • Five or more years of experience leading eligibility operations or human services programs.

  • Experience overseeing Medicaid and Economic Assistance eligibility programs.

  • Experience managing customer service center operations.

  • Experience implementing business process improvements, technology solutions, or automation initiatives.

  • Experience utilizing data and performance measures to improve timeliness, accuracy, and customer service.
