Job description

Client Shelby County Emergency Communications Direct located in the Memphis, TN provides technical management support to 11 PSAPs throughout the area. Governed by the District's Board of Directors, the District is neither created, governed, nor funded by the County in any way. In addition, the District receives its funds through service charges paid by all users of telecommunications in Shelby County.

The Shelby County Mayor nominates board members and the Shelby County Commission confirm them. They serve four-year terms. The staff reports to the board of directors.

Opportunity Reporting to the GIS Director, this newly created position is responsible for providing GIS data and application development as part of the District's Enterprise GIS to support a wide variety of projects and users with an interest in making data easily discoverable and interoperable. The engineer develops solutions to complex problems in creative and effective ways by analyzing existing programs and systems, and use their knowledge of GIS technology, data integration, and software development to design, test, document, and implement solutions, create, and provision data content, deliver interactive and intuitive visualizations, as well as provide user support

This position requires a solid understanding of the Esri ArcGIS Platform with a focus on ArcGIS Enterprise, ArcMap, ArcGIS Online, and ArcGIS Pro. Minimum qualifications & Requirements Candidates must have practical experience and demonstrated skills in providing solutions to business problems using ArcGIS Desktop Advanced, ArcGIS Online - Web Maps, Web Mapping Applications, Operations Dashboards, and potentially Field Mobility tools like Collector, Survey123, and Field Maps. Importantly, knowledge of telecommunication technologies (including cable, cellular, fiber optics, radio, Wi-Fi) candidates must be able to perform computer programming (such as python), data analysis, and software development for GIS applications, including the maintenance of existing systems or research and development for future enhancements as well as create new applications from the ground up.

Requirements BS/BA in Computer Science, Mathematics, Geography or GIS preferred, plus three to five years of practical work experience required. Knowledge of algorithms, data structures, and various programming languages behind GIS application development. Attention to detail is a must.

Experience with Amazon Web Services (AWS) or other equivalent cloud services is highly preferred.
